CITY COUNCIL MINUTES, FEBRUARY 20, 1995

 

The Jonesboro City Council met in regular session, Monday, February 20, 1995, at 7:30 P.M. A full quorum was in attendance. Present were the Mayor, City Clerk, City Attorney, and nine council members. Those Councilmen present were: Wise, Rega, Evans, Young, Perrin, Tate, Roddy, Harpole and Hannah. Those Councilmen unable to attend were: Vance, Province and Kelton.

 

The minutes of January 25, 1995, (Called Meeting) and February 6, 1995, were approved as mailed on motion by Councilman Young seconded by Councilman Rega. A roll call vote was taken resulting in all council members voting aye. Those aldermen voting aye were: Wise, Rega, Evans, Young, Perrin, Tate, Roddy, Harpole and Hannah.

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (Jerry Craft)

 

Councilman Hannah moved, seconded by Councilman Perrin for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Those aldermen voting aye were: Wise, Rega, Evans, Young, Perrin, Tate, Roddy, Harpole and Hannah. The ordinance was given the number 2606.

 

Councilman Harpole offered the following ordinance for the first reading:

 

AN ORDINANCE AMENDING TITLE 12 OF THE JONESBORO MUNICIPAL CODE ABOLISHING JONESBORO PARKS AND RECREATION COMMISSION, ESTABLISHING THE JONESBORO PARKS AND RECREATION PLANNING AND ADVISORY COMMITTEE AND FOR OTHER PURPOSES.

 

Councilman Harpole moved, seconded by Councilman Rega to suspend the rules and place on second reading. Councilman Harpole stated the Parks Commission was formed prior to the hiring of a Parks Director and staff. The Parks Commission, by State Statutes must operate in a supervisory role. Therefore, the role of Parks Commission needs to change and become more of an advisory committee to the full council. A roll call vote was taken resulting in all council members voting aye. Those aldermen voting aye were: Wise, Rega, Evans, Young, Perrin, Tate, Roddy, Harpole and Hannah. Councilman Harpole requested the third and final reading be held until the next council meeting to allow for more research by the Council.

95:02 - Asphalt - Street Department

Councilman Hannah moved, seconded by Councilman Perrin to accept the low bid which met bid specifications. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Rega, Evans, Young, Perrin, Tate, Roddy, Harpole and Hannah.

 

95:03 - Ready Mix Concrete - Street Department

Councilman Hannah moved, seconded by Councilman Wise to accept the low bid which met bid specifications. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Rega, Evans, Young, Perrin, Tate, Roddy, Harpole and Hannah.

 

95:04 - Concrete Pipe - Street Department

Councilman Hannah moved, seconded by Councilman Harpole to accept the recommendation of Purchasing Agent, Steve Kent, to specify low bid meeting specifications on each item for the purpose of splitting the bid up, going with the lowest bidder on each item. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Rega, Evans, Young, Perrin, Tate, Roddy, Harpole and Hannah.

 

95:05 - Concrete Blocks - Street Department

Councilman Harpole moved, seconded by Councilman Perrin to accept the low bid which met bid specifications. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Rega, Evans, Young, Perrin, Tate, Roddy, Harpole and Hannah.

 

95:07 - Glass Spheres - Street Department

Councilman Harpole moved, seconded by Councilman Tate to accept the low bid which met bid specifications. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Rega, Evans, Young, Perrin, Tate, Roddy, Harpole and Hannah.

 

95:08 - Sand & Pit Gravel - Street Department

Councilman Evans moved, seconded by Councilman Harpole to accept the recommendation of Purchasing Agent, Steve Kent, to accept low bid meeting specifications on each item since there was only one bid per item. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Rega, Evans, Young, Perrin, Tate, Roddy, Harpole and Hannah.

 

95:09 - Street Paint - Street Department

Councilman Perrin moved, seconded by Councilman Young to reject all bids and rebid at a later date. A roll call vote was taken resulting in all council members voting aye with the exception of Councilman Harpole who voted nay. Those Aldermen voting aye were: Wise, Rega, Evans, Young, Perrin, Tate, Roddy, and Hannah.

 

95:10 - Crushed Stone - Street Department

Councilman Tate moved, seconded by Councilman Perrin to accept the low bid which met bid specifications. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Rega, Evans, Young, Perrin, Tate, Roddy, Harpole and Hannah.

 

95:11 - Tire Recapping - Street and Sanitation Department

Councilman Harpole moved, seconded by Councilman Wise to accept the low bid which met bid specifications. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Rega, Evans, Young, Perrin, Tate, Roddy, Harpole and Hannah.

 

95:12 - Sidewalk/Driveway/Curb Labor - Street Department

Councilman Wise moved, seconded by Councilman Perrin to accept the low bid which met bid specifications. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Rega, Evans, Young, Perrin, Tate, Roddy, Harpole and Hannah.

 

95:13 - Oil & Hydraulic Fluid - Public Works

Councilman Hannah moved, seconded by Councilman Perrin to accept the low bid which met bid specifications. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Rega, Evans, Young, Perrin, Tate, Roddy, Harpole and Hannah.

 

95:15 - Automotive Filters - Public Works

Councilman Wise moved, seconded by Councilman Harpole to accept the low bid which met bid specifications. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Rega, Evans, Young, Perrin, Tate, Roddy, Harpole and Hannah.

 

95:16 - Portable Radios - Cemetery/Street Department

Councilman Harpole moved, seconded by Councilman Wise to accept the recommendation of Purchasing Agent, Steve Kent, and reject all bids due to complications with the specifications. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Rega, Evans, Young, Perrin, Tate, Roddy, Harpole and Hannah.

 

95:17 - Mobile Radios - Street Department

Councilman Harpole moved, seconded by Councilman Tate to table the bids for two weeks. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Rega, Evans, Young, Perrin, Tate, Roddy, Harpole and Hannah.

 

95:18 - Uniform Rental - Public Works

Councilman Hannah moved, seconded by Councilman Perrin to accept the recommendation of Sanitation Supervisor, Bill Mueller to accept the higher bid of National Uniform because it is a local company, and problems can be solved more easily. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Rega, Evans, Young, Perrin, Tate, Roddy, Harpole and Hannah.

 

95:19 - Riding Mower - Cemetery

Councilman Harpole moved, seconded by Councilman Roddy to accept the low bid which met bid specifications. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Rega, Evans, Young, Perrin, Tate, Roddy, Harpole and Hannah.

 

95:20 - 100 H Tower - Emergency 911

Councilman Rega moved, seconded by Councilman Harpole to accept the low bid which met bid specifications. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Rega, Evans, Young, Perrin, Tate, Roddy, Harpole and Hannah.

 

Mr. Ken Stacks provided the Council with bid tabulations for furniture and furnishings for the Jonesboro Courts/Office/Police Center. The decision was made to not act on bids for the lockers (Base bid IIC) and addendum, accessory type items (Base bid IID), at this time because additional information was needed before making a decision. Councilman Hannah moved, seconded by Councilman Harpole to accept the bids on Base Bid IIA -Casegoods/Files/Systems for $92,697.50 from David Martin Inc. and Base Bid IIB - Seating, by splitting the bid between David Martin Inc. for $35,488.88 and Interstate Office Systems for $17,496.78 as recommended by Mr. Ken Stacks of Arnold & Stacks Architects PA. A roll call vote was taken resulting in all council members voting aye, with the exception of Councilman Wise who voted nay. Those Aldermen voting aye were: Rega, Evans, Young, Perrin, Tate, Roddy, Harpole and Hannah.

 

Councilman Hannah moved, seconded by Councilman Perrin for the adoption of a resolution increasing commercial sanitation rates by two dollars a month or equivalent, based on volume and number of collections, effective April 1, 1995. Councilman Hannah explained the increase in commercial rates was due to an increase in tipping fees charged by the Solid Waste Authority. It was explained that the tipping fees to the Solid Waste Authority and by the State have increased by fifty-five percent, since January 1, 1992, and most private haulers have already adjusted their rates to cover the tipping fee increase. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Rega, Evans, Young, Perrin, Tate, Roddy, Harpole and Hannah. The resolution was given the number 1995:06.

 

Councilman Hannah moved, seconded by Councilman Harpole for the adoption of a resolution expressing the Council's support of the Delta Studies Center and the Carroll Cloar Delta Art Gallery of Arkansas State University. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Rega, Evans, Young, Perrin, Tate, Roddy, Harpole and Hannah. The resolution was given the number 1995:07.

 

At the request of Mayor Brodell, Jim Bowmen, department head for the City Pound, and David Davis, Cemetery Sexton gave reports regarding progress made in each of their departments. Both reported sizable increases in the services these two departments provide for the City of Jonesboro, and numerous improvements that have been made since 1994.

 

Under new business Mayor Brodell reminded the Council of several scheduled public hearings regarding the Land Use Plan. He encouraged the Council as well as the public to attend these meetings. Mayor Brodell announced that the Clean Sweep program would begin March 13, 1995.

 

Councilman Wise moved, seconded by Councilman Perrin to request Purchasing Agent, Steve Kent to bid out new equipment for the Fire Department with the money coming from the Act 833 funds. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Rega, Evans, Young, Perrin, Tate, Roddy, Harpole and Hannah.

 

Councilman Perrin announced a Police Committee meeting for March 6, 1995, at 6:15 p.m.

 

Councilman Harpole announced a Personnel Committee meeting for February 27, 1995, at 4:30 p.m. He also informed Council that the Personnel Committee had solicited several proposals from bond underwriting firms, and anticipated a recommendation to the full Council by March 6, 1995.

 

With no further business the meeting was adjourned.
