MAPC MINUTES

FEBRUARY 8, 1979

 

The Metropolitan Area Planning Commission met Thursday, February 8, 1979 at 7:00 P.M. in the Court Room at City Hall.

 

The meeting was called to order by Ralph Morrison, Chairman.

 

Members Present: Morrison, Cooper, Ball, Smith, Tilton, Freeman and Brown.

 

Members Absent: Gott and Scott

 

Others Present: Mike Cameron, Roy Douglas and Curt Hodges.

 

Minutes for January were read and approved. Items for business were as follows:

 

Item #1 Tommy L. Rankin and Barbara A Rankin request a zoning classification of Commercial Three (C-3) for property abutting the present City Limits. Subject zoning request is submitted under the provisions of Ordinance #1473 providing for zoning classifications prior to the subject property being annexed to the City. The MAPC is asked to prepare a written statement as to what effect the said Annexation would have on the City Accepting such lands. The property is described as follows:

 

Part of the Northwest Quarter of the Northwest Quarter of Section 31, Township 14 North, Range 4 East, Craighead County, Arkansas, being more particularly described as follows; Commencing at the Northeast Corner of NW ¼ of the NW ¼ of Section 31 aforesaid; thence South 73° 16’ 30” West 219.1 feet; thence South 82° 40’ 30” West 16.1 feet; thence South 89° 44’ West 214.0 feet to the point of beginning proper; thence South 0° 06’ West 170.4 feet to the South right-of-way line of Highway 63 bypass; thence North 89° 44’ East along said right-of-way line 85.0 feet to the point of beginning proper containing 0.333 acres, more or less. The general location of this property is South of Parker Road and West of Sunshine Garden Center.

 

A motion was made by Mr. Cooper and seconded by Mr. Brown to approve the request with the stipulation that 60’ of R/W be required form the South R/W line of U.S. 63 By-pass. The commission also required that a Curb and Gutter be constructed on the north property line adjoining Parker Road. REQUEST APPROVED UNANIMOUSLY.

 

Item #2 Max Dacus requests final approval of a replat of lots 1 and 2 into one lot. Lot 1 of Max Dacus Subdivision. The general location of this property is the Northwest corner of Belt Street and Caraway Road.

 

A motion was made to approve the request by Mr. Smith and seconded by Mr. Freeman. REQUEST APPROVED UNANIMOUSLY.

 

Item #3 Max Dacus requests approval of a site development plan for 14 apartment units to be located on the proposed re-plated property at the corner of Belt and Caraway.

 

A motion was made by Mr. Tilton and seconded by Mr. Brown to Table the request until next month. Mr. Douglas was instructed to inform Mr. Dacus by letter that the MAPC expects the development plan to include curbing, storm drainage culverts and/or drop inlets and paving of one half of Belt Street and Caraway Road. REQUEST TABLED UNANIMOUSLY.

 

Item #4 Harvey Johnson requests approval of a revised plat on Blueridge Subdivision. The purpose of this request is to correct several drawing dimensions for the record plat. The general location of this property is East of Meadowlock Acres and South of Aggie Rd.

 

A motion was made by Mr. Cooper and seconded by Mr. Ball to approve the request. REQUEST APPROVED UNANIMOUSLY.

 

Item #5 H.R. Shaver requests approval of a property development plan for drainage improvements along Race Street. This item was to be submitted before the Shaver property could receive final approval for Annexation to the City of Jonesboro. The general location of this property is South of Race Street and West of Richardson Rd.

 

A motion was made by Mr. Tilton and seconded by Mr. Cooper to table the request. The Commission felt this was an incomplete property development plant for the area involved. The plan should include proper drainage structures along Race Street and Curbs or Curb Islands along the entrances and exits adjoining Race Street. The plan should also include any easements that might be needed by City Water and Light. REQUEST TABLED UNANIMOUSLY.

 

Item #6 Presentation of Planning Boundary Area Map, Land Use Map, Master Street Plan and the “Jonesboro 2000” pamphlet to be certified and approved by the MAPC.

 

A motion was made by Mr. Freeman and seconded by Mr. Brown to approve the certification the Planning Boundary Area Map, Land Use Map, Master Street Plan Map, and the Jonesboro 2000 pamphlet. Mr. Douglas the Administrative Assistant for the Planning Commission was instructed to file these for record with the County Circuit Clerk. SUBJECT APPROVED UNANIMOUSLY.

 

Meeting adjourned at 8:45 P.M.
