IV. SPECIAL MEETING ITEMS
Light presented his updated comments on the “Regulations” and Sections 1 - 8 of the Design Manual. (Attached)
Light continued discussion of changes to the Design Manual. There was a question about what SFHA stood for. SFHA = Special Flood Hazard Area. He mentioned that some of the tables and figures referenced are not included in the Manual. Changes will be made to correct. Zolper suggested making the change so they can be understood by a layman.
It was decided to strike using the Rational Method for determining peak discharges for storm sewer design and analysis because it allows for a lot of subjectivity. Zolper suggested that deleted sections of the Manual be renamed “Intentionally Deleted” to avoid renumbering and confusion.
Light suggested giving parameters clarifying how to calculate time of concentration. Table 3-1will be updated. Vance suggested striking HEC-1 because HEC-HMS is the most up-to-date and it is easier for the City to check. A variance can be requested if there is a problem later. Light will revise Table 7 Appendix1 to state that if in a regulatory floodway it has to be a 100-year rainfall. Light suggested referencing Table 6 Appendix 1 regarding minimum and maximum velocities for closed conduits. Light also suggested referencing Table 2 Appendix 1 for “typical roughness coefficients”. Farmer suggested changing “Typical” to “Recommended”.
It was decided that according to the complexity of the system, the City may require the utilization of the HEC-RAS Computer Program. If there is a problem, it can be brought to the Board. Light will revise Figure 2 Appendix 2 to clarify and show 100-year water conveyance path within easements.
Light discussed defining the entrance loss coefficient (Ke). He explained that it was used in a formula but was not defined. It was suggested to define or reference a table.
Light suggested deleting Section 7 “Bridges” and starting from scratch. He ask that a determination be made on what needed to be included.
Light will research NRCS for the criteria for selecting a magnitude for sizing the emergency spillway and freeboard between the emergency spillway and top of levee. He will then come back with suggestions. He will also research “Culver A”.
“Building” vs. “Structure” was discussed. The definition of “structure” was questioned. It was stated that FEMA does provide a definition for “structure” and that the “lowest floor” of a structure is the lowest floor of the living area, not areas used for storage, parking, or access.
There was a lengthy discussion on safety considerations to be given in the design of permanent lakes in residential areas. Light suggested either striking the sentence pertaining to this matter completely or listing recommendations in the Manual. Zolper concurred with striking the sentence. It was suggested that discussion on this item be picked up at the next meeting because of time. Farmer mentioned that the EPA website has approximately 280 approved methods for Best Management Practices. Again, because of time this discussion will be continued at the next meeting.
Zolper again stated that “Maintenance” should be taken out of the Manual and put in the Regulations. Zolper also stated that Article 4 in the Regulations needs to be in the Manual because it is a better location.
Light made several suggestions on changes, deletions, revisions, and references to the Manual. Vance suggested that some of the items that are taken out of the Manual be used in a handout to provide further insight and education about the Manual. All of Light’s comments are detailed in the attached comment sheet that was provided at the meeting.
Farmer stated that he made a presentation to the Lions Club on Monday, April 7, 2008. Some of the items discussed were requirements for ADEQ, maintenance, easements, and in-lieu detention. He noted that this presentation can be used for credit for the City of Jonesboro.
The next meeting is the regularly scheduled meeting on Wednesday, April 16, 2008, at 8:30 a.m. Light will finish up his comments on the Design Manual and a timeframe will be set for the discussed revisions to be completed.
VI. ADJOURNMENT
Chairman Farmer adjourned the meeting at 10:26 a.m.
