PUBLIC HEARING 6:15 P.M. - A public hearing was conducted for the purpose of vacating and abandoning a ten (10) foot utility easement located in a westerly direction from Brazos Street across Lot 1 through Lot 9 of Merryman's replat of Merryman's Subdivision. Mr. James Willett had requested the public hearing. No opposition was voiced.
 
CITY COUNCIL MINUTES - July 16, 2001
 
The Jonesboro City Council met Monday, July 16, 2001, at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Hubert Brodell, City Attorney Phillip Crego, City Clerk, Donna K. Jackson, and eleven council members. Those members were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Copeland, Moore, Perrin and Roddy. Councilman Province was not in attendance.
 
Councilman Rega moved, seconded by Councilman Moore to approve the minutes as amended for July 2, 2001. Councilman Kelton had requested the minutes be amended on page three at the bottom of the page correcting his vote from an abstention to an aye vote. Councilman Kelton had abstained from voting on a previous agenda item. The minutes were amended as so noted. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Copeland, Moore, Perrin and Roddy.
 
Councilman Crockett offered the following ordinance for first reading:
 
ORDINANCE TO REZONE PROPERTY FROM RESIDENTIAL (R-1) TO INDUSTRIAL (I-2), LOCATED ON THE WEST SIDE OF AIRPORT ROAD, NORTH OF THE COTTON BELT RAILROAD, AND SOUTH OF MOOSE LODGE. (J. GARDNER LILE)
 
Councilman Young moved, seconded by Councilman Tate to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Copeland, Moore, Perrin and Roddy. Councilman Tate moved, seconded by Councilman Perrin to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Copeland, Moore, Perrin and Roddy. Councilman Perrin moved seconded by Councilman Young for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Copeland, Moore, Perrin and Roddy. Councilman Copeland moved, seconded by Councilman Moore for the adoption of the emergency clause. A roll call vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Copeland, Moore, Perrin and Roddy. The ordinance was assigned ordinance number 3305.
 
Councilman Rega offered the following ordinance for first reading:

Councilman Tate offered the following ordinance for first reading:

Councilman Tate moved seconded by Councilman Young to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Copeland, Moore, Perrin and Roddy. Councilman Tate moved, seconded by Councilman Young to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Copeland, Moore, Perrin and Roddy. Councilman Young moved, seconded by Councilman Tate for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Councilman Copeland moved, seconded by Councilman Tate for the adoption of the emergency clause. A roll call vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Copeland, Moore, Perrin and Roddy. The ordinance was assigned ordinance number 3307.
 
Councilman Tate moved seconded by Councilman Moore for the adoption of a resolution authorizing the conveyance of property for construction of U.S. 63 Frontage Road to Joe Mac Campbell Park. A roll call vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Copeland, Moore, Perrin and Roddy. The resolution was assigned number 2001:31. Councilman Rega moved, seconded by Councilman McCall designating the $3,150.00 from the conveyance of this particular piece of property, so noted in resolution 2001:31 to the City All Stars Team.
 
Councilman Young moved, seconded by Councilman Copeland to set an appeal hearing for 6:00 o'clock p.m. on August 6, 2001, to be held at Council Chambers. The appeal was filed by David Best, of Best Petroleum regarding the Metropolitan Area Planning Commission's recommendation to deny rezoning from Residential (R-1) to Commercial (C-3) for property located on the north side of Dan Avenue (Hwy 91), on both sides of Walpole Lane. A roll call vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Copeland, Moore, Perrin and Roddy.
 
Under new business, Councilman McCall reminded everyone of the National Night Out activities scheduled for August 7, 2001. He requested that everyone turn their lights on beginning at 5:00 p.m. and encouraged other council members to support this effort by attending a neighborhood party, or one of the many parties being held that night in Jonesboro.
 
With no further business, the meeting was adjourned.
