VI. OTHER COMMUNICATIONS

Wyatt introduced Angela Sparks with the Craighead County Solid Waste Authority. He explain the that the Craighead County Solid Waste Authority is not the City’s landfill, it is the County’s. It is managed by a Board of Directors which consist of members appointed by the County Judge and Mayor. They do not collect waste from other counties. It is a disposal facility and they do not pick up waste. The facility is under ADEQ and EPA guidelines. The facility deals with Stormwater, methane gas, letching and illegal dumping.

Sparks gave the members handouts regarding the “Tarp Law” and commonly ask questions. She stated that employees have to be licensed to work at the facility. She addressed the debris along the highway leading to the site. She stated they do not have the personnel to police the highway but if there are large items along the highway they will send personnel to pick it up. They have policies in place to help with debris flying or falling off trucks. They have a tire wash system so tire can be washed and debris cannot be carried off the site by trucks and the “Tarp Law” which requires truck or other vehicles to be covered to prevents its contents from departing the vehicle.

Sparks discussed the tire disposal program they operate. The facility is permitted as a waste tire collection center. Individuals can bring four tires per month for free. The facility will allow more tires to be brought in as long as they are not large implement tires. Tires cannot be buried in the landfill. The tires are sent to Jefferson County for processing and reuse. The tires are not transferred out of state and all money from the tires stays in Arkansas.

Sparks stated the landfill consist of 600 acres but only 310 acres are permitted. This will probably be enough land to last 100 years. Copenhaver thanked Sparks for the facility’s efforts in working with the City especially during the ice storm. The City is currently doing an in depth study of the Sanitation Department. They are looking at thing like composting sites and making the incinerator clean and effective.

Wyatt stated he would like to see more public service directed in the schools. Sparks agreed we need to educate the public especially the youth. Coleman suggest that Sparks make this same presentation to the City Council. Copenhaver agreed with the suggestion.

Light questioned why the State is pay $2.50/ton. Sparks stated $1.00 goes into a post closure trust fund. This money is used in emergencies to correct environmental issues at facilities in Arkansas. The remaining $1.50 is used for administrative cost for the Solid Waste Division such as salaries for Directors and Inspectors. Coleman ask about yard waste in the County. Sparks stated some cities have chippers and some allow burning. Wyatt thanked Sparks for attending the meeting.

Wyatt stated that he would like to schedule another bus tour including the North side of Jonesboro. Light stated that it would have to be coordinated with the JET Department.

Light stated that the City has put in a Notice of Intent to apply for a grant for a vacuum truck. The City is looking at submitting another Hazard Mitigation grant. This grant would be 75/25 match grant.
