Other business:
City Planner Eric Winter requested on behalf of the Mayor that the Commission review and recommend a policy regarding under what criteria subdivisions under construction will be accepted by the City. After some discussion it was moved by Mr. Vance that a subcommittee of three MAPC members be established to review specific terms for the policy and that MAPC was in general agreement with the Mayor’s proposal that subdivisions less than 25% complete be required to meet City standards before building permits can be issued. The motion was seconded by Mr. Lamberth. The motion was approved unanimously.
City Engineer Jeff Gibson requested that the Commission provide him with direction to help resolve the drainage problems in Blue Ridge Subdivision. Mr. Vance moved to deny electrical permits on future residences until all requirements for the subdivision have been completed. Mr. Sloan seconded the motion. The motion was approved unanimously.
Policy Subcommittee:
The policy subcommittee met to develop a policy on subdivisions in the new annexed area. After much discussion by all members still present, it was agreed that the City would accept whatever was completed as of April 7, 1989 and require that any new or additional phases met City standards. It was also agreed that a City Council resolution be requested to provide public notice that property owners/developers would be given a certain number of days to notify the Building Inspector of the status of construction of all subdivisions and buildings, and that anyone not providing such information will be denied connection to utilities and be requested to obtain building permits and meet zoning and subdivision requirements.
