CITY COUNCIL MEETING MAY 5, 1975

 

The Jonesboro City Council met in regular session, Monday, May 5, 1975, at 7:30 p.m. There were present the following: Mayor, City Attorney, City Clerk, and the following named aldermen: Ward, Sanderson, Bridger, Burns, Stricklin, Minx, Smith, Bowers, Haggenmacher, Johnson, Hannah and Darling.

 

Mr. Burns offered the following amendments to the Finance Director Ordinance, seconded by Mr. Bridger, Sections 8,9,11,13 and that section 2-20, 2-21, 2-22, 2-23 be repealed. Roll call, all voted aye, motion carried.

 

The following ordinance was on third and final reading:

 

AN ORDINANCE CREATING A DEPARTMENT OF FINANCE AND ADMINISTRATION; SETTING OUT THE DUTIES; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES

 

Mr. Hannah moved for the adoption of the Ordinance, seconded by Mr. Burns. Roll call voting aye: Ward, Bridger, Burns, Stricklin, Minx, Smith and Hannah. Voting nay: Sanderson, Bowers, Haggenmacher, Johnson and Darling. Motion carried.

 

Mr. Hannah moved for the adoption of the emergency clause, seconded by Mr. Burns. Roll call, Voting aye: Ward, Bridger, Burns, Stricklin, Minx, Smith, Johnson and Hannah. Voting nay: Sanderson, Bowers, Haggenmacher and Darling. Motion Carried. The ordinance was given the number 1445.

 

The following Ordinances were on 2nd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, CRAIGHEAD COUNTY, ARKANSAS, BY ORDER OF THE COUNTY COURT DATED FEBRUARY 4, 1975, ASSIGNING SAID ANNEXED TERRITORY TO WARD 4 DECLARING AN EMERGENCY AND FOR OTHER PURPOSES 

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, CRAIGHEAD COUNTY, ARKANSAS, BY ORDER OF THE COUNTY COURT DATED FEBRUARY 14, 1975, ASSIGNING SAID ANNEXED TERRITORY TO WARD 4 DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

AN ORDINANCE ACCEPTING CERTAIN LANDS TO THE CITY OF JONESBORO, CRAIGHEAD COUNTY, ARKANSAS, BY ORDER OF THE COUNTY COURT DATED FEBRUARY 28, 1975 ASSIGNING SAID ANNEXED TERRITORY TO WARD 4 DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mrs. Linda Cate, representing the Fine Arts Council presented a detailed report of the council’s activities. On motion by Mr. Minx, seconded by Mr. Smith, Council desires to express their appreciation for the work of the Fine Arts Council. All aye, motion carried.

 

The following Ordinance was on third reading:

 

AN ORDINANCE TO AMEND ORDINANCE #1249, AN ORDINANCE WHEREBY THE CITY OF JONESBORO OF THE STATE OF ARKANSAS AND THE SOUTHWESTERN BELL TELEPHONE COMPANY, A MISSOURI CORPORATION, AGREE THAT THE TELEPHONE COMPANY SHALL CONTINUE TO OPERATE ITS TELEPHONE SYSTEM AND ALL BUSINESS INCIDENTAL TO OR CONNECTED WITH THE CONDUCTING OF A TELEPHONE BUSINESS AND SYSTEM IN SAID CITY, AND ERECT AND MAINTAIN ITS PLANT CONSTRUCTION AND APPURTENANCES ALONG, ACROSS, ON, OVER, THROUGH, ABOVE AND UNDER ALL PUBLIC STREETS, AVENUES, ALLEYS, PUBLIC GROUNDS AND PLACES IN SAID CITY, THAT THE CITY SHALL RECEIVE AND ANNUAL PAYMENT FROM THE TELEPHONE COMPANY, AND REPEALING ALL ORDINANCES AND AGREEMENTS IN CONFLICT HEREWITH:

 

Mr. Darling, seconded by Mr. Ward moved for the adoption of the Ordinance, to include the emergency clause. All voted aye, motion carries. The ordinance was given the number 1446.

 

On motion by Mr. Burns, seconded by Mr. Hannah, the Ordinance to increase the utility taxes of Arkansas Louisiana Gas Co. was tabled until May 19th. All aye, motion carried.

 

The following Ordinance was on third and final reading:

 

AN ORDINANCE PROHIBITING THE KEEPING, STORING, AND/OR MAINTAINING OF INOPERABLE MOTOR VEHICLES AND OTHER UNSIGHTLY AND UNSANITARY ITEMS UPON THE PRIVATE PROPERTY WITHIN THE CORPORATE LIMITS: PROVIDING THE MANNER FOR REMOVAL AND DISPOSAL OF SAME: FIXING THE PENALTY THEREFORE: DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Hannah, seconded by Mr. Darling moved for the adoption of the ordinance to include the emergency clause. All voted aye, motion carried.

 

Mr. Sanderson moved for the adoption of the Emergency clause, seconded by Mr. Bowers. All voted aye, motion carried. The ordinance was given the number 1447.

 

The following Ordinance was on third reading:                     

                     

AN ORDINANCE TO AMEND SECTION 2-17 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO, ARKANSAS, CHANGING THE OFFICE HOURS OF THE CITY CLERK

 

On motion by Mr. Ward, seconded by Mr. Sanderson, council voted unanimously to adopt the ordinance to include the emergency clause. The ordinance was given the number 1448.

 

The following Ordinance was on third reading:

 

AN ORDINANCE TO REPEAL SECTION 10-15 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO, ARKANSAS, THE SAME BEING A PROVISION PROVIDING FOR A PENALTY FOR NON-PAYMENT OF GARBAGE FEES

 

Mr. Darling moved, seconded by Mr. Smith that the Ordinance be adopted to include the emergency clause. All voted aye, motion carried. The ordinance was given the number 1449.

 

Mayor read a letter from the Parking Authority and their recommendations were taken into consideration by council.

 

On Motion by Mr. Burns, seconded by Mr. Minx, Mrs. Betty Sloan was appointed to the Advertising and Promotion Committee. All voted aye, motion carried.

 

Mr. Johnson moved, seconded by Mr. Haggenmacher, permission was granted to place a house trailer at 322 N. Drake, Roll call, voting aye: Ward, Sanderson, Bridger, Burns, Stricklin, Smith, Bowers, Haggenmacher, Johnson, Hannah and Darling. Voting Nay: Minx. Motion carried.

 

On motion by Mr. Smith, seconded by Mr. Bowers, permission was granted to place a house trailer at 2208 Clark Street. Roll call voting aye: Ward, Sanderson, Bridger, Burns, Stricklin, Smith, Bowers, Haggenmacher, Johnson, Hannah and Darling. Voting Nay: Minx. Motion carried.

 

Mr. Minx moved, seconded by Mr. Stricklin that the Mayors recommendations for Finance Committee of Mr. Burns, Mr. Smith, and Mr. Hannah be accepted. All voted aye, motion carried.

 

Mr. Hannah moved, seconded by Mr. Smith that the bills be paid as okayed by the Finance Committee. All voted aye, motion carried.

 

There being no further business, Council adjourned.
