Minutes for the City Council meeting on April 17, 1967

The City Council of the City of Jonesboro, Arkansas met in regular session Monday night, April 17, 1967, at 7:30 p.m. There were present: Mayor, City Attorney, City Clerk and the following named Councilmen: Pierce, Turner, Bennett, Ledbetter, Darling, Stricklin, Minx, Bowers, Copeland, Young, Johnson and Knight.

 

Rev. Harold Ray gave the opening prayer.

 

Mr. Knight offered the following resolution:

 

RESOLUTION TO PURCHASE AND ISSUE CAPITAL NOTES IN THE AMOUNT OF $8,500 FOR THE PURPOSE OF PROPERTY FROM VAN PELT

 

Mr. Knight moved with Mr. Pierce seconding the motion that the resolution be adopted. All voted aye on the roll call. Motion carried.  The resolution was given the number 1967:11.

 

Mr. Knight offered the following resolution:

 

RESOLUTION TO PURCHASE AND ISSUE CAPITAL NOTES IN THE AMOUNT OF $12,000 FOR THE PURCHASE OF PROPERTY FROM L.L AND CALLIE W. COBLE

 

Mr. Knight made the motion, seconded by Mr. Pierce that the resolution be adopted. On calling the roll, all voted aye and the motion carried. The resolution was given the number 1967:12.

 

The following ordinance was read for the first time:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COURT DATED MARCH 16, 1967; ASSIGNING SAID ANNEXED TERRITORY TO WARD 5; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES.

 

Mr. Knight moved with Mr. Stricklin seconding the motion that the rule be suspended and the ordinance be placed on the second reading. Roll was called and all voted aye. Motion carried. Mr. Knight moved with Mr. Pierce seconding the motion that the rule be further suspended and the ordinance be placed on the third and final reading. All voted aye and the motion carried. Mr. Knight then moved with Mr. Pierce seconding the motion that the ordinance be adopted. All voted aye on the roll call and the motion carried. Motion by Mr. Knight, seconded by Mr. Pierce for the Emergency Clause passed unanimously. The ordinance was given the number 1160.

 

The following ordinance was read for the first time:

 

AN ORDINANCE CREATING AND PROVIDING FOR THE OPERATION AND CONTROL OF THE JONESBORO PARK COMMISSION

 

Mr. Knight moved with Mr. Pierce seconding the motion that the rule be suspended and the ordinance be placed on the second reading. Roll was called and all voted aye. Motion carried. Mr. Knight moved with Mr. Pierce seconding the motion that the rule be further suspended and the ordinance be placed on the third and final reading. All voted aye and the motion carried. Mr. Knight then moved with Mr. Pierce seconding the motion that the ordinance be adopted. All voted aye on the roll call and the motion carried. The ordinance was given the number 1161.

 

Mr. Knight made the motion, seconded by Mr. Turner that a Trailer Camp permit be granted to Howard Bittle, located on Bittle or Sycamore Street. All voted aye and the motion was carried.

 

The Mayor appointed the following to make a study and recommend back to Council on mosquito control: Mr. Charles Johnson and Mr. Donald Minx from the Council and Drs. Hogue and Modelevsky from the medical profession. Mr. Pierce moved with Mr. Darling seconding the motion that the appointments be approved. All aye. Motion carried.

 

Mr. Knight made the motion, seconded by Mr. Pierce that the bills as okayed by the Finance Committee be paid. All voted aye and the motion carried.

 

The following ordinance was read for the first time:

 

AN ORDINANCE PROHIBITION PARKING ON CERTAIN STREETS AND PORTIONS OF CERTAIN STREETS; PROVIDING PENALTIES FOR VIOLATION THEREOF; AND FOR OTHER PURPOSES.

 

Mr. Knight moved with Mr. Pierce seconding the motion that the rule be suspended and the ordinance be placed on its second reading. Roll was called and all voted aye. Motion was carried.

 

The following ordinance was read for the first time:

 

AN ORDINANCE TO PROVIDE FOR TRAFFIC CONTROL SIGNS AT THE INTERSECTION OF PATRICK STREET AND EAST WASHINGTON AVENUE; TO PROVIDE PENALTIES FOR VIOLATION THEREOF; AND FOR OTHER PURPOSES.

 

Mr. Knight moved with Mr. Pierce seconding the motion that the rule be suspended and the ordinance be placed on the second reading. On calling the roll, all voted aye and the motion carried.

 

The following ordinance was read for the first time:

 

AN ORDINANCE TO AMEND SECTION 15-54 OF THE CODE OF ORDINANCES BY PROVIDING SPECIAL SPEED ZONES IN CERTAIN RESIDENTIAL SECTIONS.

 

Mr. Knight moved with Mr. Johnson seconding the motion that the rule be suspended and the ordinance be placed on the second reading. On calling the roll, all voted aye and the motion carried.

 

The Mayor appointed the following to the Park Commission:

 

For 3 year terms: Bob Gibson, Charles Keller and Jim Hunt

For 2 year terms: Elita Coulter, Hervie Aycock and Andy Morris

For 1 year term:  Paul Roach, Grider Thrasher and Wallace Fowler

Mr. Darling moved with Mr. Stricklin seconding the motion that the appointments be approved and accepted and that John Hosinski be an ex-officio member of the commission. All voted aye on the roll call and the motion carried.

 

Mr. Stricklin moved with Mr. Bowers seconding the motion that the matter of delinquent parking tickets be referred to the City Attorney and the Chief of Police to study and recommend back to the Council a policy in regards to such delinquent parking tickets. Roll was called and all voted aye. Motion carried.

 

There being no further business, Council voted unanimously to adjourn.
