CITY COUNCIL MINUTES, OCTOBER 3, 1994

 

The Jonesboro City Council met in regular session, Monday, October 3, 1994, at 7:30 P.M. A full quorum was present. Present were Mayor Brodell, and all council members with the exception of Councilman Kelton who was unable to attend.

 

The minutes of September 19, 1994, and were approved as mailed on motion by Councilman Perrin seconded by Councilman Harpole. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Ingram, Province, Mullenix, Bowers, Perrin, Vance, Harpole, Mays, and Hannah.

 

Councilman Mullenix presented certificates of appreciation to the fire department's "A" shift personnel for their work on play ground equipment for the Head Start Child Development Center at 615 East Washington.

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (Betty Sloan)

 

Councilman Evans moved, seconded by Councilman Harpole for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Ingram, Province, Mullenix, Bowers, Perrin, Vance, Harpole, Mays, and Hannah. The ordinance was given the number 2579.

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (John White Jr.)

 

Councilman Harpole moved, seconded by Councilman Perrin for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Ingram, Province, Mullenix, Bowers, Perrin, Vance, Harpole, Mays, and Hannah. The ordinance was given the number 2580.

 

Councilman Vance offered the following ordinance for the first reading:

 

AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND AUTHORIZE PURCHASE OF A 1985 MACK TRUCK TRACTOR

 

Councilman Mays moved, seconded by Councilman Perrin to suspend the rules and place the ordinance on second reading. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Ingram, Province, Mullenix, Bowers, Perrin, Vance, Harpole, Mays, and Hannah. Councilman Wise moved, seconded by Councilman Harpole to further suspend the rules and place on third and final reading. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Ingram, Province, Mullenix, Bowers, Perrin, Vance, Harpole, Mays, and Hannah. Councilman Harpole moved, seconded by Councilman Perrin for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Ingram, Province, Mullenix, Bowers, Perrin, Vance, Harpole, Mays, and Hannah. The ordinance was given the number 2581.

 

Councilman Evans moved, seconded by Councilman Wise for the adoption of a resolution placing "STOP" signs at the following locations:

 

- On Denise Street at Culberhouse Street

- On Oak Crest Drive at Oak Ridge Drive

- On Oak View Drive at Oak Ridge Drive

- On Sagewood Drive at Aggie Road

- On Tealwood Drive at Sagewood Drive

- On Jessica Lane at Tealwood Drive

- On Tealwood Drive at Cornerstone

- On Cornerstone at Aggie Road

- On Sandstone Drive at Sagewood Drive

- On Crepe Myrtle Drive at Mockernut Lane

- On Mockernut Lane at Murray Creek Drive

- On Mockernut Lane at Paragould Drive

- On Golf Course Drive at Caraway Road

- On Victoria Watts Place at Golf Course Drive

- On Sams Place at Golf Course Drive

- On Big Johns Place at Golf Course Drive

- On John Cones Place at Golf Course Drive

- On Sanderson Lane at Craighead Forrest Road

A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Ingram, Province, Mullenix, Bowers, Perrin, Vance, Harpole, Mays, and Hannah. The resolution was given the number 1994:52.

 

Councilman Harpole moved, seconded by Councilman Evans for the adoption of a resolution placing a "Yield" sign on Oak Vista at Oak Ridge Drive. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Ingram, Province, Mullenix, Bowers, Perrin, Vance, Harpole, Mays, and Hannah. The resolution was given the number 1994:53.

 

After much debate the decision was made to refer the resolution setting a 20 M.P.H. speed limit (on Mockernut Lane from Hickory to Paragould Drive; on Hathcoat Lane From Blankenship Road to dead end; and on Neely Road prior to Neely Lane), back to the MATA committee because the 20 M.P.H speed limit was too slow. Mayor Brodell said he would return the resolution to the committee.

 

The resolution placing a 30 M.P.H speed limit on Craighead Forrest Road from Harrisburg to its west termination failed to receive a second, because when a speed limit is not stipulated, the speed is automatically 30 M.P.H.

 

Councilman Hannah moved, seconded by Councilman Perrin to adopt a resolution requesting City Water and Light to provide free electrical and water service at 315 Allis, 1911 E Matthews, and 102 E. Nettleton. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Ingram, Province, Mullenix, Bowers, Perrin, Vance, Harpole, Mays, and Hannah. The resolution was given the number 1994:54.

 

Councilman Harpole moved, seconded by Councilman Perrin to adopt a resolution condemning property located at 717 W. Monroe, owned by Dalton Johnson. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Ingram, Province, Mullenix, Bowers, Perrin, Vance, Harpole, Mays, and Hannah. The resolution was given the number 1994:55.

 

Under new business Councilman Wise moved, seconded by Councilman Harpole to allocate $46,600.00 for hazardous equipment for the Fire Department to come from Act 833 money. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Ingram, Province, Mullenix, Bowers, Perrin, Vance, Harpole, Mays, and Hannah.

 

With no further business the meeting was adjourned.
