The minutes of July 9, 1991 meeting were approved as submitted.

 

#1 SU91-11 Mike Burgess requested approval of placement of a mobile home at 4313 Gladys Rod, Lot 5 of Gerald Watkins Addition. The property is located south of Ingels Road, west of Gladys Road.

 

A motion to approve the request was made by Mr. Patteson and seconded by Mr. Damron. Voting was 5 in favor, 0 opposed. REQUEST APPROVED.

 

#2 SU-91-12 Jimmy Hoy, requested approval of placement of a mobile home at 1905 Easley Lane. The property is on the west side of Easley Lane, north of Highland Drive.

 

A motion to approve was made by Mr. McCracken and seconded by Mr. Little. Voting was 5 in favor, 0 opposed. REQUEST APPROVED.

 

#3 RZ91-15 Clay Kenward requested rezoning from R-2 to C-5 for 0.23 acres located on the northwest corner of East Matthews Avenue and McDaniel Street.

 

A motion to approve the request was made by Mr. Little with the stipulation that a site plan be submitted and approved by the MAPC prior to development. The motion was seconded by Mr. Damron. Voting was 5 in favor with 1 abstaining. REQUEST APPROVED WITH STIPULATIONS.

 

#4 MP91-28 D. R. Bivens requested approval of a two (2) lot minor plat containing 2.0 acres. The property is located on the north side of Foster Drive, east of Highway 141 North.

 

A motion was made by Mr. McCracken and seconded by Mr. Damron to approve the request subject to the owner entering into a street improvement agreement for Foster Drive and the plat being redrawn to show the lot lines at the right-of-way line and shown as right-of-way instead of easement. Voting was 5 in favor, 0 opposed.

 

#5 MP91-29 Gene Dowty requested approval of two minor plats one containing .83 acre and one containing .97 acre. The property is located on the east side of Stadium Blvd., approximately ½ mile south of Harrisburg Road.

 

Mr. Patteson made a motion to approve the request, Mr. Damron seconded. Voting was 5 in favor, 0 opposed. REQUEST APPROVED.

 

#6 RP91-28 Julian F. Zietzelberger, requested approval of Lots 1A & 1B, a replat of Lot 1 of Southhaven Subdivision. The property is located on the southeast corner of Rhonda Drive and Parker Road.

 

A motion was made by Mr. Patteson and seconded by Mr. Damron to approve the request subject to the owner entering into a street improvement agreement for Parker Road and Rhonda Drive. Voting was 5 in favor, 0 opposed. REQUEST APPROVED WITH STIPULATIONS.

 

#7 RP91-29 Bill Wood requested approval of Lots 1A & 1B, a replat of Lots 55, 56, 57, 58, 59 & 60 or Johnson’s Subdivision of Lot 12 of Senter & Company’s Addition. The property is located on the southwest corner of Campus Street and Wofford Street.

 

Mr. McCracken made a motion to approve this request with Mr. Patteson seconding the motion. Voting was 5 in favor, 0 opposed. REQUEST APPROVED.

 

#8 MP91-30 Mike Ryan requested approval of a two (2) lot minor plat containing 2.92 acres. The property is located on the south side of Glover Road, west of Harrisburg Road.

 

Mr. Patteson made a motion to approve this request subject to the owner entering into a street improvement agreement for Glover Road. Voting was 5 in favor, 0 opposed. REQUEST APPROVED WITH STIPULATIONS.

 

#9 MP91-31 Lone Star, Inc. requested approval of one (1) lot minor plat containing .63 acre. The property is located on the northwest corner of Nettleton Avenue and Caraway Road.

 

A motion to approve was made by Mr. Little and seconded by Mr. Damron. Voting was 5 in favor, 0 opposed. REQUEST APPROVED.

 

#10 SP91-12 Lone Star, Inc. requested approval of site plans for a convenience store to be located on the northwest corner of Nettleton Avenue and Caraway Road.

 

A motion to approve was made by Mr. Little and seconded by Mr. Damron. Voting was 5 in favor, 0 opposed. REQUEST APPROVED.

 

#11 RP91-30 Hillpoint Development Corp. requested a replat of Lot 11, Block E of Windover Heights into 4 lots. The property is located on the north side of Martinbrook Drive, south of Windover Road.

 

A motion to approve was made by Mr. Damron and seconded by Mr. McCracken. Voting was 4 in favor, 1 abstaining. REQUEST APPROVED.

 

#12 FP91-7 Bob Gibson requested final approval of Hunters Ridge Phase II Addition containing 35 lots on 10.85 acres. The subdivision is a continuation of Hunters Ridge Drive, east of S. Culberhouse Street.

 

Mr. McCracken made a motion to approve the request subject to the plans being revised to show Brentway Drive being extended to end at a right angle with the property line and subject to the drainage pipe being extended to the property line on Brentway Drive. The motion was seconded by Mr. Damron. Voting was 5 in favor, 0 opposed. REQUEST APPROVED WITH STIPULATIONS.

 

#13 PP91-4 Wallace Fowler requested preliminary approval of Plantation Oaks Subdivision, an 11 lot subdivision to be located on the west side of Wood Street, northeast of the Highway 63 Bypass.

 

Preliminary approval was granted on a motion by Mr. Little and second by Mr. Damron with the following stipulations:

 

1.                     That the swale between Lots 16 & 17 on the adjacent property be fixed with either concrete or grass to handle the water coming through there from the subdivision.

2.                     The design of the pond and weir structure to be approved by the City Engineer.

3.                     That mosquito control to be addressed.

4.                     Assurance of maintenance on the lake to be provided.

5.                     Silt control measures to be taken during construction of the lake.

6.                     Assurance being provided that the lake cannot be removed.

7.                     Proper grating being installed on the drainage pipes.

8.                     Removal of the island in the cul-de-sac.

9.                     Moving the island at the entrance further west of Wood Street with the City Engineer to approve.

 

Voting was 4 in favor, 1 abstaining. REQUEST APPROVED WITH STIPULATIONS.

 

#14 PP91-5 Bob Haun requested preliminary approval of Tower Park Addition containing 64 lots on 38.774 acres. The property is located on the north side of Neely Road, west of High Meadow Drive.

 

Mr. McCracken made a motion to approve this request subject to the property owner working out the sewer easement with City Water & Light. The motion was seconded by Mr. Little. Voting was 5 in favor, 0 opposed. REQUEST APPROVED WITH STIPULATIONS.

 

#15 FP91-8 Bob Haun requested for final approval until the September meeting was made by Mr. McCracken and seconded by Mr. Little. It was further asked that the traffic safety office review the proposed entrance to the subdivision off Neely Road regarding its alignment to streets on the south side of Neely Road. Voting was 5 in favor, 0 opposed. REQUEST TABLED.

 

#16 MP91-32 Brown Lacy requested approval of a one (1) lot minor plat containing 1.32 acres. The property is located on the west side of Highway 63 Bypass, south of Matthews Extended.

 

A motion to approve was made by Mr. Little and seconded by Mr. Damron subjects to the plat being revised to incorporate the drive and lot as one lot. Voting was 5 in favor, 0 opposed. REQUEST APPROVED WITH STIPULATION.

 

#17 MP91-34 Nelvan Wade requested approval of a one (1) lot minor plat containing 1.89 acres. The property is located on the west side of S. Caraway Road, south of the intersection with Stadium Blvd.

 

Mr. McCracken made a motion to approve the request subject to the lot line on the south side being moved 30’ north or the owner showing at least 30’ of right-of-way accessing the property to the west. It was further stipulated that the owner enter into a street improvement agreement for Caraway Road. The motion was seconded by Mr. Damron. Voting was 5 in favor, 0 opposed. REQUEST APPROVED WITH STIPULATIONS.

 

#18 RP91-31 Rena Rogers requested approval of Lots 1-BB, Lot 2-BB and Lot 3-BB, a replat of Lots 2 and 3, Block B of Sunset Hills Addition. The property is located on the east of Jewell Drive, south of Oden Street.

 

A motion to approve the request was made by Mr. Patteson and seconded by Mr. McCracken. Voting was 5 in favor, 0 opposed. REQUEST APPROVED.

 

Other business:

 

The Planning Commission was informed of a drainage situation involving the site plans for Highland Center that were approved in 1986 and revised in 1988. The plans as submitted on both dates indicated an existing ditch to be improved off the site to handle some of the drainage from the center. It was brought to the attention of the Commission that Bob Wood, owner of the center, did not have permission to use this property for the drainage from his center and therefore should have contained his runoff on his property. Concluding the discussion was a motion by Mr. McCracken to have the City Engineer and the Inspection Department get in touch with the developer to review the ditch off site at Highland Center to try to resolve the drainage situation. If a solution is not found, the item shall be brought back before the Planning Commission for further review. The motion was seconded by Mr. Bahn. Voting was 5 in favor, 0 opposed. MOTION APPROVED.
