PUBLIC HEARING - 6:20 P.M. - For the purpose of vacating a ten foot alley abutting Lots 3 and 4 of Cobbs Survey and Lots 6 and 7 of Gambill Addition west of Labaume Street. as requested by Brown Properties and Don Latourette.
 
CITY COUNCIL AGENDA - April 17, 2000
 
1. Call to order by Mayor at 6:30 p.m.
 
2. Roll call by Clerk.
 
3. Approval of minutes from April 3, 2000 as delivered.
 
4. City Attorney:
 
A. Legal Documents for (1%) Sales and Use Tax:
 
1. Resolution stating the Jonesboro City Council's intent for calling a special election for a one percent (1%) city sales and use tax; stating the City Council's priority list for Capital Improvement and other funds collected from said tax; and for other purposes.
 
2. 1st Reading - Ordinance providing for the levy of a one percent sales and use tax within the City of Jonesboro, Arkansas; one half (1/2) of all proceeds derived from the sales and use tax will be for financing Capital Improvements of a public nature and the remaining one half (1/2) will be for general operating purposes; and prescribing other matters pertaining thereto.
 
3. 1st Reading - Ordinance calling a Special Election in the City of Jonesboro, Arkansas, on the question of levying a one percent Sales and Use Tax within the City of Jonesboro, prescribing other matters pertaining thereto; and declaring an emergency.
 
4. 1st Reading - Ordinance to repeal the City's Sanitation Domestic Refuse Fee; the Mosquito Control Fee and the 2.1 Mill General City Property Tax upon the approval of a one percent (1%) City Sales and Use Tax in the 2000 Special Election; Reestablishing said fees upon the abolishment of said tax; and for other purposes.

D. 1st Reading - Ordinance to rezone property from Residential (R-3) to Commercial (C-3) and from Industrial (I-1) to Commercial (C-3) located in Matthews Addition.  (Wayne Anderson and Jesse Stafford)
 
5. Resolution setting a public hearing for the purpose of abandoning a portion of the Melrose Street right-of-way located adjacent to the Indian Pointe Apartments on the corner of Johnson Avenue and Melrose Street.  (Archon Group)
 
6. Review the following appointments / reappointments:
 
·      Reappoint Dave Marthy and George Stem to the Airport Commission with both having an expiration date of April, 2005.
·      Appoint Lisa Graves, to Ward 5 and reappoint Harry Hardwick, to Ward 3 to the City Water & Light Board with both having an expiration date of March, 2003.
