Light explain the Community Rating System (CRS) and how insurance claims in the City affect the rating. The City entered the CRS program in the 1990's with a rating of 9 (ever City that participates starts with a rating of 9). Each City can get a one point reduction in their rating for every 500 points they earn for various activities including public outreach and permitting procedures related to Stormwater. There are a lot of activities that can be done without too much cost or effort but other require time and money. The City of Jonesboro currently has a rating of 8. The City needs 170 points to get reduced to a rating of 7. The City can ask for a special audit after the additional points are obtained. A 1 point drop in the rating saves around $35,000.00 in insurance premiums. There are approximately 1,070 policies in the City of Jonesboro. If a home in the Floodplain and has a mortgage, the home owner must have flood insurance. There are almost 18 square miles of property in the floodplain in Jonesboro. Coleman asked were the 18 square miles were specifically located in the City. Light stated the information could be found on the FEMA website or in the Engineering Department.
Dover questioned the dollar amount of claims paid in Jonesboro. Light stated as of November that amount was $2.9 million with $1.8 million coming from 20 - 25 properties. Light explained the City of Jonesboro is a Class C county for repetitive loss claims. Repetitive loss is a structure that has been paid on two times in ten years. A severe repetitive loss is a residential property that has at least four claim payments over $5,000 each and the cumulative amount of such claim payments exceeds $20,000 or has at least two separate claims payments with the cumulative amount of the building portion of such claims exceeding the market value of the building.
There are 23 repetitive loss structures in Jonesboro and two of those are two severe repetitive losses.
Light stated that the County has a Hazard Mitigation Plan but upon further review, it does not satisfy the City's needs. The City also has a Repetitive Loss Area Analysis.
Wyatt stated that he felt it would be beneficial for the Board to hear presentations regarding stormwater issues and terminology. Light stated that he is in the process of hiring a Stormwater Program Manager and the position would be more involved with Board.
Beisner stated he talked to Judge Hill and Tony Thomas regarding having someone from the County attend the SWMB meetings but has not heard back from either of them. He will follow up before the next meeting.
Light informed the Board about the Stormwater Management Plan. It is a manual for the MS4 and address water quality. It will be updated by the new Stormwater Program Manager. There is a dedicated person and machinery dedicated to clearing/cleaning ditches. There is a maintenance plan maintained by the Street Department.
Light told the Board he will be attending the annual AFMA conference on Thursday and he would ask the State Floodplain Coordinator to give a presentation to the Board.
Mr. Beisner asked that a registeration form for a Sustainable Water Infrastructure Workshop be email to all Board members. If there are any questions, contact Mr. Beisner.
