BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:
 
SECTION 1: That Title 14 known as the Zoning Ordinance of the City of Jonesboro be amended by the change in zoning district boundaries as follows:
 
From Residential (R-1) to Commercial (C-3) of property described as follows:  
 
TRACT A:
A part of the North Half of the Northeast Quarter of Section 30, Township 14 North, Range 5 East, Craighead County, Arkansas, and being more particularly described as follows:  Beginning at the Southwest corner of the North Half of the Northeast Quarter of said Section 30; thence North 01° 45' 32" East 1,231.62 feet to the South right of way line of Arkansas Highway No. 18 to the West right of way line; thence North 87° 38' 28" East 312.30 feet along said right of way line to the West line of Nestle Drive (Cottage Home Road); thence South 01° 51' 18" East 450.54 feet along said West right of way line; thence with a curve turning to the left with an arc length of 946.72', with a radius of 822.98' along said West right of way line to the South line of aforesaid; thence South 87° 16' 20" West 849.59 feet along said South line to the point of beginning, having an area of 528610.83 square feet, 12.135 acres, more or less, and being subject to all public and private roads and easement.
 
TRACT B:
A part of the North Half of the Northeast Quarter of Section 30, Township 14 North, Range 5 East, Craighead County, Arkansas, and being more particularly described as follows:  Beginning at the Southwest corner of the North Half of the Northeast Quarter of said Section 30; thence North 01° 45' 32" East 1,231.62 feet to the South right of way line of Arkansas Highway No. 18 to the West right of way line; thence North 87° 38' 28" East 312.30 feet along said right of way line to the West line of Nestle Drive (Cottage Home Road); thence continue North 87° 38' 28" East 120.00 feet along said South line of Highway No. 18 to the East line of Nestle Road (Cottage Home Road); thence North 87° 38' 28" East 503.94 feet along said South line; thence South 02° 42' 25" East 897.02 feet; thence South 87° 38' 31" West 358.07 feet to the East line of Nestle Road (Cottage Home Road); thence with a curve turning to the right with an arc length of 482.26', with a radius of 702.84' along said East line; thence North 01° 51' 50" West 450.54 feet along said East line to the point of beginning, having an area of 435479.83 square feet, 9.997 acres, more or less, and being subject to all public and private roads and easement.
 
SECTION 2: It is found and declared by the City Council that proper use of the tract of land described in this Ordinance is being delayed because of improper zoning and that, therefore, an emergency exists and this Ordinance being necessary for the preservation of the public peace, health and safety, it shall take effect from and after its passage and approval.
