AUDIT
Identification of City Owned Property - Mr. Flowers reported to hire a title company to research city owned property would cost the city a total of $48,050.00 and at the request of Mayor Brodell, Ms. Melissa Houston in the engineering department was trying to identify property, but it was explained this would not be a complete and accurate list.
Street Department Inventory/ Internal Auditor - Mr. Flowers reported that Mr. David Eagle was unable to locate six items from the list of fixed assets in the Street Department. Discussion was held regarding the position of Internal Auditor. It was explained Freeman and Company had recommended the hiring of an Internal Auditor and the City Attorney was reviewing A.C.A. 14-43-509 which would allow the Council to appoint someone to this position. Councilman Perrin stated to hire someone would be a large expense to the City and recommended outsourcing the position.
HUMAN RESOURCES
ADA Update - It was reported a hearing has been requested regarding an extension.
City Planner - Ms. Hackney reported the resumes have been provided to committee members. Mr. Aubrey Scott was asked to Chair the meeting.
Health Insurance - Mayor Brodell recommended an 8% increase to the premium at a cost of $103,309.20 for the City per year, to continue with Blue Cross Blue Shield Insurance, but the decision was made to postpone a recommendation and research the cost and benefits for a 12% increase with no other changes. It was explained the only change other than the 8% would be the co-pay for drugs which would go from 10/20/30 to 7/30/40, and a $30.00 co-pay for Dr. office visits other than specialists, with the $500.00 deductible applying to hospital visits/stays and specialists services.
Long Term Short Term Disability Insurance - Based on employee recommendation, Councilman Perrin moved, seconded by Councilman Dover to go with UnumProvident for Long and Short Term Disability Insurance. All voted aye.
