Public Works Committee Minutes
Work session
Tuesday, August 15, 2006
2:00 p.m.
Members present: Jimmy Ashley, Darrel Dover, Alec Farmer, Chris Moore, Cecil Province and John Street.
Mr. Mike Cameron explained they started with 11 projects and then discussed where they are today with the projects. Mr. Claude Martin explained FTN was not able to make a presentation on the Franklin and Wilkins project because they did not send FTN all the information they needed. Mr. Martin indicated FTN thought they could present something in a couple more weeks.
Mr. Brad Davis from SSR Ellers presented a proposal for the Monroe, Chestnut and Huntington project. Councilman Moore explained alternatives 9-1 through 9-4 were eliminated at the last meeting, only leaving alternative 9-5. Mr. Davis discussed the proposed project and possible changes to the plans. Councilman Moore motioned, seconded by Councilman Dover, to recommend to the full Council to move forward with the preliminary engineering on the Monroe, Chestnut and Huntington project with the adjustments to design and for Mayor Formon to begin negotiating the contract. All voted aye. It was explained the adjustments were to consider buying the ARKLA gas property to put in an open ditch and retention pond there, plus changing the pipe to the minimum size required to go under Gee Street. It was asked for the item to be put on the agenda for the next City Council meeting.
Mr. Mark Rogers from Fisher & Arnold presented a proposal for the 1700 Block of West Warner project. He discussed the proposal and the cost of the project. Mr. Martin noted the resolution approving the preliminary engineering with Fisher & Arnold that has already been passed stated the cost would be $8,000 but the cost is actually $8,900. It was decided to for Mr. Martin to amend the resolution to reflect the $8,900 cost and present it at the next Council meeting. Mayor Formon recommended going with the detention pond as proposed by Fisher & Arnold. It was explained negotiations would not be needed because the committee was accepting the engineering cost as proposed as recommended by Mr. Cameron. Mr. Hooton was also explained the $52,000 for construction administration would not be needed because the City might be able to perform that task itself. Councilman Moore motioned, seconded by Councilman Dover, to recommend to full Council the Fisher & Arnold detention plan proposal for the 1700 Block West Warner project. All voted aye. It was asked for the contract to be placed on the next City Council agenda.
Discussion was held regarding the county’s participation in the project on Flemon Road at 226. Mr. Ed Hill stated the county decided it would not benefit the county to get further into the project. It was explained the City will proceed with the alternative plan that did not include the detention pond.
Mr. Bob Chatman from Miller Newell discussed the proposal for the Farm Creek project. Mr. Cameron questioned how much money was saved by using the Carter Burgess data. Mr. Chatman explained they had to do less work since they had the Carter Burgess information. Councilman Moore questioned how much money was saved by giving them the Carter Burgess information. Mr. Chatman explained the City saved about $5,000 to $6,000. Mayor Formon and Mr. Cameron recommended proceeding with the proposal as presented by Miller Newell. Councilman Moore motioned, seconded by Councilman Ashley, to recommend the proposal and allow Mayor Formon to negotiate on the Farm Creek detention ponds and present it to the Council at the next Council meeting. All voted aye.
Discussion was then held regarding the proposal by Miller Newell for the Pines Apartments. Councilman Moore questioned whether it would be possible to construct a pipe on Austin Street that would head due east under Caraway Road and construct a detention pond where the trailer park currently sits. It was explained that could be an alternative. Councilman Moore asked that be considered as alternative #3. Mr. Cameron added that could make an impact on regional detention because it’s Turtle Creek lateral. He then suggested approving the preliminary engineering and coming back to look at detention across Caraway. Councilman Moore motioned, seconded by Councilman Dover, to approve preliminary engineering on the projects. All voted aye.
