The Metropolitan Area Planning Commission met on Thursday, November 12, 1970 at 7:30 P.M. in the courtroom of the City Hall.
MEMBERS PRESENT: Kenward, Scott, Falls, King, Griffin, Spurlock, and Melton.
MEMBERS ABSENT: Lane and Jarrett.
The meeting was called to order by Chairman Scott.
October 8, 1970 minutes were read and approved.
Items for business were as follows:
Item #1. A request from W.E. Hix and other owners of property around Poplar and Haven to rezone their property from R-2 to R-1. A motion was made by Mr. Spurlock and seconded by Mr. King to approve the rezoning. Voting YEA: Kenward, King, Griffin, Spurlock, and Melton. Voting NAY: None. Mr. Falls abstained from voting. Motion carried.
Item #2. W.D. Young requests permission to place second Mobile Home on lot at 226 South Culberhouse Street. After some discussion a motion was made by Mr. Kenward and seconded by Mr. Falls that the request be sent to the City Council for further review. Voting YEA: Falls, Kenward, King, and Griffin. Voting NAY: Spurlock and Melton. Motion carried.
Item #3. Alfred Watkins requests for rezoning of Lots 1, 6, and 7 from R-1 to C-4 and Lots 2, 3, 4, 5, 8, 9, 10, and 11 from R-1 to R-3 in Watkins Subdivision located at Belt, Scott, Pineview, and Watkins Streets. After a long discussion Mr. Kenward made a motion that was seconded by Mr. Falls to deny the rezoning of Lots 1, 6, and 7 from R-1 to C-4 and also deny the rezoning of Lots 2, 3, 4, 5, 8, 9, 10 and 11 from R-1 to R-3. Mr. Kenward then added to his motion that the above lots 1-11 be rezoned to R-2. Voting Yea: Falls, Kenward, King, Griffin, Spurlock, and Melton. Voting NAY: None. Motion carried.
Item #4. To approve plat of Walnut Street Baptists Church Addition to Jonesboro. This property lies just west of Richland Hills and south of Scenic Road and the Dupwe property. A motion was made by Mr. Spurlock and seconded by Mr. King to approve the plat. Voting YEA: Falls, Kenward, King, Griffin, Spurlock, and Melton. Voting NAY: None. Motion carried.
Item #5. James O. Bridger replat of a part of Block 8 of the E.C. Stuck Addition. Replat lots 14, thru 22 and the south one foot of Lot 23, containing 0.791 acres. A motion was made by Mr. King and seconded by Mr. Melton to approve the replat subject to an additional two and one half foot right-of-way. Voting YEA: Falls, Kenward, King, Griffin, Spurlock, and Melton. Voting NAY: None. Motion carried.
Item #6. Preliminary plat of Stallings 5th Addition to be approved. A motion was made by Mr. Melton and seconded by Mr. King to give preliminary approval. Voting YEA: Falls, Kenward, King, Griffin, Spurlock, and Melton. Voting NAY: None. Motion carried.
Item #7. Preliminary plat of Fowler Heights Addition to be approved. A motion was made by Mr. Falls and seconded to Mr. Griffin to give preliminary approval. Voting YEA: Falls, Kenward, King, Griffin, Spurlock, and Melton. Voting NAY: None. Motion carried.
