CITY COUNCIL MINUTES FEBRUARY 5, 1979
The Jonesboro City Council met in regular session, Monday February 5, 1978, at 7:30 p.m. Present: All aldermen, Mayor, City Attorney and City Clerk.
The minutes of January 15, 1979, were approved as mailed on motion by Mr. Sanderson, seconded by Mr. Park and all council voting aye.
Carolyn Shepard, representing Progressive Black Women’s Association, addressed council concerning use of Patrick Street Community Center. Mayor suggested to Ms. Shepard that she meet with Parks and Recreation Commission at their next scheduled meeting and discuss the grievances with them.

Mr. Sanderson moved that the bids be referred to the Parks and Recreation Committee for recommendations, seconded by Mr. Hannah. All voted aye.
The following bids were opened for radio equipment for activating warning system:
D & D Fire/Safety Products $5,777.39
After the one bid was opened, Mr. Hannah moved all bids be rejected, and the City re-advertise the bids on both high and low band frequency. Motion was seconded by Ms. Haigler. All voted aye.
The following bids were opened for a 2½ Ton truck:

O’Neal Ford 16,849.40
On motion by Mr. Hinson, seconded by Mr. Hannah and unanimous vote of council the bids were referred to the Sanitation Committee.
The following bids were opened rear loader collection unit:
Hawking Equip Co. $11,579.00
Moody Equip Co. 11,946.97
Bucy Equip Co. 10,783.00
The bids were referred to the Sanitation Committee on recommendation of Mr. Hannah, seconded by Mr. Hinson and all council voted aye.
The following bids were received for equipment insurance.
Barney Osment General Ins. $3,998.00
Grady Ins. Agency 3,525.00
Gatz Insurance Agency also submitted a bid but did not meet the 4:00 p.m. deadline and the bid was not opened on unanimous vote of council.
Mr. Hannah moved that the insurance bids be referred to the insurance committee, seconded by Mr. Shelton. All voted aye.
On motion by Mr. Sanderson, seconded by Mr. Shelton, and unanimous vote of council, A. E. Scott, Jr. was appointed to the Metropolitan Area Planning Commission.
Mr. Sanderson moved that Junior Haggenmacher be appointed to the Urban Renewal Citizens Committee. The motion was seconded by Mr. Hinson with all voting aye except Mr. Haggenmacher who abstained.
Bill Hinson was appointed to the Urban Renewal Advisory Board on motion by Mr. Stricklin, seconded by Mr. Park. Mr. Hinson passed and the remaining council voted aye.
Mr. Haggenmacher nominated Craig Treadway to the Electrical Board and moved that the nominations cease, seconded by Mr. Hinson. All voted aye.
Mr. Hannah then moved that Bob Adams be appointed to the Electrical Board, seconded by Mr. Park. Voting aye: Park, Sanderson, Hinson, Shelton, Bridger, Minx, Hannah, Haigler, Stricklin and Province. Voting nay: Mays and Haggenmacher. Motion passed.
Mr. Park moved that Ralph Stricklin be re-appointed to the Electrical Board, seconded by Mr. Hinson. All voted aye, except Mr. Haggenmacher who cast a nay vote.
The following ordinance was on 2nd reading:
AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD____; ZONING SAID ANNEXED TERRITORY COMMERCIAL (C-3); DECLARING AN EMERGENCY AND FOR OTHER PURPOSES
The following ordinance was on 2nd reading:
AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS; BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 5; ZONING SAID ANNEXED TERRITORY COMMERCIAL (C-3); DECLARING AN EMERGENCY AND FOR OTHER PURPOSES
Mr. Park offered the following ordinance:
AN ORDINANCE TO AMEND ORDINANCE NO. 1664 OF THE CITY OF JONESBORO, ARKANSAS THE SAME DEALING WITH LICENSE AND PRIVILEGE TAXES
Mr. Stricklin moved that the rules be suspended and the ordinance be placed on second reading, seconded by Mr. Shelton. All voted aye.
Mr. Hannah moved that any amendments to the ordinance should be retroactive to Jonesboro 1, 1979.
On motion by Mr. Stricklin, seconded by Mr. Shelton and unanimous vote of council, the City will pay $460.65 for recovery depositions in the Federal lawsuit of Roger Blair vs. Poley and Ward.
Mr. Mays presented petitions to Mayor concerning “no parking” on Race Street from Dudley to E. Main, and moved that the safety officer make recommendations at the following meeting. The motion was seconded by Mr. Shelton. All voted aye.
Mr. Hannah moved that the actions of council to reject all bids on the radio equipment be rescinded, seconded by Mr. Shelton. All voted aye. The following bids were then opened:

McRaney Enterprises 5802.48
Mr. Hannah suggested that the Purchasing Agent study the bids and inform council if all bids meet the specifications.
There, being no further business, council adjourned.
