FURTHER REVIEW OF THE SANITATION DEPARTMENT

Mr. Flowers gave the following history of funding for the landfill:

1997 - $423,000 in reserves

1998 - Same as in 1998

1999 - $500,000 in reserves for closing the landfill and $600,000 in reserves for a new landfill

2000 - Appropriated 1 million dollars in Building Maintenance & Grounds for the landfill and pit burner (incinerator).

2001 - Same as in 2000

2002 - Dropped $500,000 because the incinerator did not work out.

2003 - Same as 2002

2004 - Received information from Mr. Shawki that the estimated cost for closing the landfill would be 1.5 million dollars, but does not appear in the budget because they do not expect to be able to                      build a new landfill this year.

Mr. Flowers stated there was an estimated $4,000,000 in reserves due to the transfer of sales tax from the last several years, but he further explained in the operating revenues for Sanitation there is a deficit of $3,442,000, so to just fund next years operation the $4,000,000 would drop to $557,000 which is not enough to close the landfill.  He explained in the sale tax fund there was $3,159,047.00 and recommended reserving the money for the purpose of closing the old landfill and opening a new one.  He stated placing the reserve on the balance sheet would stop the confusion.

Mayor Brodell explained in 1985 the landfill was reclassified as a total Class IV, and the Class I landfill was closed in 1988 or 1989.  Councilwoman Furr questioned on what basis the ADEQ reclassified the landfill from Class I to a total Class IV.  Mayor Brodell stated the reclassified it in 1985 before he became Mayor, and he had it in writing.

Mr. Leonard explained his need for additional equipment and personnel which was not in the Mayor’s proposed budget.  He requested one automated truck for $140,000; 2 Chipper Trucks at $20,000 each for a total of $40,000; and 2 additional full-time employees for $40,790.00.  The additional funds requested totaled $220,790.  Councilman Hargis why it was not included in the Mayor’s proposed budget.  Mayor Brodell stated they had to cut the budget, and he did not know where they were on the salary survey.  Councilman Hargis stated nothing is accomplished when equipment and personnel is removed only to be put back in the budget.  Councilman Roddy moved, seconded by Councilman McCall to include the additional equipment and employees for a total of $220,790.00 plus fringe benefits in the proposed sanitation budget.  All voted aye.

With no further business the meeting was adjourned.
