CITY COUNCIL MINUTES - JANUARY 21, 1991

 

The Jonesboro City Council met in regular session at 7:30 p.m. at City Hall. Present were Aldermen Hannah, Stricklin, Evans, Bridger, Shelton, Province, Wise, Sanderson, Strauser, and Hinson. Absent were Aldermen Mays and Nix.

 

The minutes of the January 7, 1991, meeting were approved as mailed on motion by Mr. Stricklin, seconded by Mr. Province. All voted aye.

 

Mayor Brodell welcomed students from a news reporting journalism class at Arkansas State University and Dr. Chein to the meeting.

 

A resolution regarding clerks, judges, and alternates for the City Water and Light election was offered by Aldermen Stricklin. Mr. Stricklin moved, seconded by Mr. Province for the adoption of the resolution. All voted aye. The resolution was given the number 1991:03.

 

Mr. Sanderson offered the following ordinance for first reading:

 

AN ORDINANCE TO AMENT #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Evans moved, seconded by Mr. Province to suspend the rules and place the ordinance on second reading. All voted aye. Mr. Hinson moved, seconded by Mr. Province to further suspend the rules and place the ordinance on third reading. All voted aye. Mr. Evans moved, seconded by Mr. Province for the adoption of the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2318.

 

Mr. Evans offered the following ordinance for first reading:

 

AN ORDINANCE TO AMENT #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Brian Wadley, MAPC liaison stated a stipulation regarding right of way needed to be cleared up before passage of the ordinance. Mr. Hannah moved, seconded by Mr. Hinson to suspend the rules and place the ordinance on second reading. All voted aye.

 

The following ordinance was on third reading:

 

AN ORDINANCE TO AMEND #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Brian Wadley, MAPC liaison stated that the ordinance passage should be contingent upon a bill of assurance from the landowner regarding the construction of a fence with an adjacent property owner. Attorney Jim Lyons stated the property owner, Mr. Kent Arnold was in agreement with the provision. Mr. Hannah moved, seconded by Mr. Shelton for the adoption of the ordinance with the stipulation of the bill of assurance and with the emergency clause. All voted aye. The ordinance was given the number 2319.

 

Mr. Bridger offered a resolution expressing willingness of the City of Jonesboro to cooperate in a program regarding warning signs at bridges. Mr. Sanderson moved, seconded by Mr. Stricklin for the adoption of the resolution. All voted aye. The resolution was given the number 1991:04.

 

The following bid was up for review:

 

91 - 01 - Fire Trucks - Fire Dept.

 

Mr. Bridger move, seconded by Dr. Strauser to accept the low bid from Casco with delivery 12/1/91. All voted aye. Dr. Strauser moved, seconded by Mr. Shelton to appropriate $312,000.00 from unappropriated sales tax money into the Fire Dept. out of the General Fund as directed by the Finance Director to cover cost of said trucks. All voted aye.

 

Mr. Stricklin moved, seconded by Mr. Evans for the appointment of Herbert Parker to replace Shap Pryor and Sandra Burns to replace Stephen Reasoner on the Library Board with expiration date 1/1997. All voted aye.

 

Mr. Hannah moved, seconded by Mr. Stricklin for the adoption of police department policy regarding the canine program. All voted aye.

 

Mr. Hannah moved, seconded by Mr. Bridger for the adoption of the policy concerning the establishment of the Police Auxiliary unit. All voted aye.

 

Mr. Hannah offered a resolution accepting the City of Jonesboro for sponsorship for and requesting emergency assistance from the Soil Conservation Service. Mr. Hannah moved, seconded by Mr. Hinson for the adoption of the resolution. All voted aye. The resolution was given the number 1991:05.

 

Mr. Hannah moved, seconded by Mr. Hinson to correct the amount listed in the 1991 budget for the licensing and tipping fee in the Sanitation Budget for the Landfill, from $1,500.00 to $15,000.00, all voted aye.

 

Mr. Hannah moved, seconded by Mr. Evans to establish the following policy of the Jonesboro, AR Sanitation Department concerning pick up fees: It shall be the policy of the Jonesboro, AR Sanitation Department to reimburse the citizens of Jonesboro, AR for paid sanitation fees during the time their homes or apartments are unoccupied for a period of time (one month minimum) while they are on extended vacations. The proof of unoccupancy, as required by the Sanitation Supervisor is on the individual homeowner or apartment dweller. All voted aye.

 

Mr. Evans inquired of the absence of Aldermen Mays and Nix.

 

Dr. Strauser stated the need existed for pump training in the fire department, as no pump training has been done in a number of years. Chief Masterson stated an instructor from the University of Tennessee could present a 60-hr. school and the budget should contain adequate funding to cover the school. Mr. Sanderson inquired about the rating bureau paying for the school to which the Chief responded the bureau did not have funds allocated for any type school.
