Minutes for the City Council meeting on December 7, 1970

The City Council of the City of Jonesboro met in regular session in City Hall, Monday night, December 7, 1970, at 7:30 p.m. There were present: Mayor, City Attorney, City Clerk and the following named Councilmen: Pierce, Park, Dr. Bowers, Williams, Darling, Stricklin, Minx, Pardew, Bowers, Harris and Knight. Absent: Johnson.

 

Mr. Scott Harris was given the Oath of Office for an alderman of the 2nd Ward by the City Clerk.

 

Mr. Darling moved with Mr. Knight seconding the motion that the ordinance to rezone Dr. Bowers’ property be amended by deleting paragraph #3. Dr. Bowers passed and all other members present voted aye and the motion carried.

 

AN ORDINANCE TO AMEND ORDINANCE NO. 924 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES

 

Mr. Knight moved with Mr. Pierce seconding the motion that the ordinance as amended be adopted. All except Dr. Bowers voted aye and the motion carried. Motion by Knight, second by Pierce, to adopt the emergency clause passed unanimously. The ordinance was given the number 1283.


The following ordinance was on the third and final reading:

 

AN ORDINANCE TO PROVIDE STOP SIGNS ON CERTAIN STREETS AT THEIR INTERSECTION WITH OTHER STREETS; TO PROVIDE PENALTIES FOR VIOLATION THEREOF; AND FOR OTHER PURPOSES

 

Mr. Knight then moved with Mr. Pierce seconding the motion for the adoption of the ordinance. All present voted aye and the motion carried. Motion by Knight, second by Williams, to adopt the emergency clause passed unanimously. The ordinance was given the number 1284.

 

The following ordinance was on the third and final reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 PROVIDING FOR CHANGE IN ZONING DISTRICT BOUNDARIES AS TO A CERTAIN AREA ON EITHER SIDE OF HAVEN STREET BETWEEN NETTLETON AVENUE AND ELM STREET

 

Mr. Stricklin moved with Mr. Knight seconding the motion for the adoption of the ordinance. All present voted aye and the motion carried. Motion by Knight second by Darling to adopt the emergency clause passed unanimously. The ordinance was given the number 1285.

 

The following ordinance was on the third and final reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 1273 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO; AND FOR THE OTHER PURPOSES

 

Mr. Knight then moved with Dr. Bowers seconding the motion to adopt the ordinance. All present voted aye and the motion was carried. Motion by Knight, second by Pardew, to adopt the emergency clause passed unanimously. The ordinance was given the number 1286.

 

The following ordinance was on the third and final reading:

 

AN ORDINANCE TO AMEND SECTION 22-4 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO; AND FOR OTHER PURPOSES

 

Mr. Knight moved with Mr. Pardew seconding the motion that the ordinance be adopted. All present voted aye and the motion carried. Motion by Knight second by Dr. Bowers to adopt the emergency clause passed unanimously. The ordinance was given the number 1287.

 

The following ordinance was on the third and final reading:

 

AN ORDINANCE TO AMEND SECTION 24-20, 24-21, 24-22 AND 24-28 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO

 

Mr. Knight moved with Mr. Pardew seconding the motion that the ordinance be adopted. All present voted aye and the motion was carried. Motion by Knight, seconded by Pardew, to adopt the emergency clause passed unanimously. The ordinance was given the number 1288.

 

The following ordinance was on the second reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, BY ORDER OF THE COUNTY COURT DATED JULY 14, 1970; ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Knight moved with Mr. Pierce seconding the motion that the rule be suspended and the ordinance be placed on the third and final reading. All present voted aye and the motion carried. Mr. Knight then moved with Mr. Pardew seconding the motion for its adoption. All present voted aye and the motion carried. Motion by Knight, second by Pardew, for emergency clause passed. The ordinance was given the number 1289.

 

The following ordinance was on the second reading:

 

AN ORDINANCE TO AMEND SECTION 21-12, 21-15, 24-32 AND 24-37 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO; AND FOR OTHER PURPOSES

 

Mr. Knight offered the following resolution:

 

A RESOLUTION CALLING A SPECIAL ELECTION TO ELECT A MUNICIPAL JUDGE TO SERVE OUT THE UNEXPIRED TERM OF MUNICIPAL JUDGE E.D. MCGOWAN; DESCRIBING OTHER MATTERS RELATING THERETO; SETTING THE DATE FOR FILING BY CANDIDATES; AND PRESCRIBING THE POLLING PLACES IN THE WESTERN DISTRICT OF CRAIGHEAD COUNTY, ARK.

 

Mr. Knight moved with Mr. Darling seconding that the resolution be adopted. All present voted aye and the motion carried. The resolution was given the number 1970:21.

 

Mr. Bowers moved with Mr. Pardew seconding the motion that the bills as okayed by the Finance Committee be paid. All present voted aye and the motion carried.


Mr. Knight moved with Mr. Minx seconding the motion that the Council go into executive session. All present voted aye and the motion carried.


Mr. Darling moved with Mr. Park seconding the motion that the City purchase and construct a bridge on Hester and Gee across Christian Creek. All voted aye and the motion carried.

 

Mr. Pardew moved with Mr. Williams seconding the motion that the City rent a D-6 Caterpillar on a trial basis for 90-days and that the Mayor be authorized to purchase the D-6 with the rental paid to be applied to the price of the equipment. All aye and the motion carried.

 

No further business, Council adjourned.
