Minutes for the City Council meeting on May 5, 1969

The City Council of the City of Jonesboro, Ark. met in regular session in City Hall, Monday night, May 5, 1969, at 7:30 p.m. There were present: Mayor, City Attorney, City Clerk and the following named Councilmen: Pierce, Turner, Dr. Bowers, Young, Darling, Stricklin, Minx, Pardew, Bowers, Williams, Johnson and Knight.

 

Mr. Darling offered the following ordinance for its first reading:

 

AN ORDINANCE CALLING A SPECIAL ELECTION TO VOTE UPON THE QUESTION OF ISSUING BONDS UNDER THE PROVISIONS OF ACT NO. 9 OF THE FIRST EXTRAORDINARY SESSION OF THE SIXTY-SECOND GENERAL ASSEMBLY OF THE STATE OF ARKANSAS, APPROVED JANUARY 21, 1960, AS AMENDED, FOR THE PURPOSE OF FURNISHING THE PERMANENT FINANCING OF THE COST OF SECURING AND DEVELOPING INDUSTRY, PRESCRIBING OTHER MATTERS RELATING THERETO; AND DECLARING AN EMERGENCY.

 

Mr. Knight moved with Mr. Williams seconding the motion that the rule be suspended and the ordinance be placed on the second reading. All aye and the motion carried. Mr. Knight moved with Mr. Pierce seconding the motion that the rule be further suspended and the ordinance be placed on the third and final reading. All aye and the motion carried. Mr. Knight then moved with Mr. Pierce seconding the motion that the ordinance be adopted. All aye and the motion carried. Motion by Knight, seconded by Pierce for adoption of the Emergency Clause passed unanimously. The ordinance was given the number 1227.

 

Mr. Darling offered the following ordinance for its first reading:

 

AN ORDINANCE CALLING A SPECIAL ELECTION ON THE QUESTION OF ISSUING INDUSTRIAL DEVELOPMENT REVENUE BONDS UNDER THE PROVISIONS OF ACT NO. 9 OF THE FIRST EXTRAORDINARY SESSION OF THE SIXTY-SECOND GENERAL ASSEMBLY OF THE STATE OF ARKANSAS, APPROVED JANUARY 21, 1969, AS AMENDED, FOR THE PURPOSE OF DEVELOPING INDUSTRY, PRESCRIBING OTHER MATTERS RELATING THERETO, AND DECLARING AN EMERGENCY

 

Mr. Knight moved with Mr. Johnson seconding the motion that the rule be suspended and the ordinance be placed on the second reading. All aye and the motion carried. Mr. Knight moved with Mr. Williams seconding that the rule be further suspended and the ordinance be placed on the third and final reading. All voted aye and the motion carried. Mr. Knight then moved with Mr. Pierce seconding that the ordinance be adopted. All voted aye and the motion carried. Motion by Knight, seconded by Pierce for adoption of the Emergency Clause passed unanimously. The ordinance was given the number 1226.

 

Mr. Turner offered the following resolution:

 

RESOLUTION TO SET A PUBLIC HEARING TO VACATE AND ABANDON AN ALLEY BETWEEN CULBERHOUSE STREET AND OLIVE STREET

 

Mr. Knight moved with Mr. Pierce seconding the motion, that the resolution be adopted. All aye and the motion carried. The resolution was given the number 1969:10.

 

The following ordinance was on its third and final reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, BY ORDER OF THE COUNTY COURT DATED MARCH 3, 1969, ASSIGNING SAID ANNEXED TERRITORY TO WARD 4, DECLARING AN EMERGENCY, AND FOR OTHER PURPOSES.

 

Mr. Minx moved with Mr. Darling seconding the motion that the ordinance be adopted. All voted aye and the motion carried. Motion by Pierce, seconded by Turner to adopt the Emergency Clause passed unanimously. The ordinance was given the number 1228.

 

After the bids were opened on the cleaning for the Police and Fire Departments, Mr. Knight moved with Mr. Young seconding the motion that the low bid of ABC Cleaners be accepted. All voted aye and the motion carried.

 

Mr. Johnson offered the following ordinance for its first reading:

 

AN ORDINANCE TO AMEND SECTION 15-54 OF THE CODE OF ORDINANCES BY PROVIDING SPEED ZONES ON CERTAIN STREETS IN THE CITY.

 

Mr. Johnson moved with Mr. Stricklin seconding the motion that the rule be suspended and the ordinance be placed on the second reading. All voted aye and the motion carried.

 

Mr. Johnson moved with Mr. Minx seconding the motion that the City Attorney be directed to draw up an ordinance requiring that horses in the city limits, be kept 200 ft. from any residence. Mr. Pardew and Dr. Bower voted nay. All other members voted aye and the motion carried.

 

Mr. Knight moved with Mr. Johnson seconding the motion that the bills as okayed by the Finance Committee be paid. All voted aye and the motion carried.

 

It was recommended that the Mayor appoint a committee to make a study of the fire rating status in the City. Also, that the Building Inspector make on site inspections of the buildings and that the Inspector shall sign all permits. No formal action was taken on the recommendations.

 

There being no further business, Council voted unanimously to adjourn.
