CITY COUNCIL MINUTES, FEBRUARY 7, 1983

 

The Jonesboro City Council met in regular session, Monday, February 7, 1983, at 7:30 p.m. Present were Mayor, City Attorney, City Clerk and all aldermen except: Mr. Hinson.

 

The minutes of January 17, 1983, were approved as mailed on motion by Mr. Sanderson. Second by Mr. Shelton, all aye.

 

The following bids were reviewed for Fire Chief Automobile (attached).

 

After a discussion as to determine if low bid was to be accepted, it was decided that the Dodge did not meet the specifications and was rejected.

 

A discussion as to the options that were to be on the automobile lead to an amendment to leave off said options. Motion was made by Mr. Hannah seconded by Mr. Province. Voting against were: Mr. Park, Mr. Stricklin, Mr. Bridger, Dr. Smith, Mr. Sanderson, Mr. Mays, and Mr. Nix. Mr. Shelton passed. Motion rejected.

 

Motion to accept low bid (Cavanaugh Ford) was made by Mr. Stricklin, seconded by Mr. Bridger. Voting against were: Mr. Sanderson and Mr. Nix. Mr. Shelton passed. Motion carried.

 

Mr. Shelton offered the following ordinance:

 

AN ORDINANCE TO VACATE THE ABANDON LAND FOR OTHER PURPOSES

 

Mr. Park offered the following ordinance:

 

AN ORDINANCE TO AMEND SECTION 9-1 OF THE CODE OF ORDINANCES, THE SAME DEALING WITH THE ADOPTION OF STANDARD FIRE PREVENTION CODE

 

Mr. Mays offered the following ordinance:

 

AN ORDINANCE TO AMEND SECTION 5-8 AND 5-9, AS AMENDED, THE SAME DEALING WITH ADOPTION OF THE BUILDING CODE FOR THE CITY OF JONESBORO, ARKANSAS

AN ORDINANCE ANNEXING A PART OF THE SE 1/4 OF SECTION 36, TOWNSHIP 14 NORTH, RANGE 3 EAST, TO THE CITY OF JONESBORO, ARKANSAS

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR A CHANGE IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

The following ordinance was on 3rd reading: (C-3 to R-3 West 100 ft. of Lot l Block A of White Plaza Addition to Jonesboro (Skip Mooney)

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR A CHANGE IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Hannah moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Shelton, all council voted aye and the ordinance was assigned #1824.

 

The ordinance relating to making a section of Strawn Street a ONE WAY was tabled until the following meeting.

 

At this time, Mr. Everett Smith, an automobile service station owner, approached the council to express his feelings on making Strawn Street a one way street. He explained that the one way ordinance would hurt his business and wished the council would refrain from the action.

 

The Mayor presented a letter from the Jonesboro Downtown Improvement District asking the City of Jonesboro to participate in funding a portion of the work that has been done in the planter areas on Main. The subject was referred to the Finance Committee for recommendation at the next council meeting by Mayor.

 

The Mayor asked the council to consider a policy to inform citizens on what to do about the black birds being a health hazard. It was suggested by Mr. Park to have a public hearing for Citizens to voice their concerns and learn how to deal with the problems. The time for such hearing is to be set by Mayor. Mr. Hannah asked that a fund be made available to cover the cost of fighting birds from the finance committee. Mr. Sanderson asked that a portion of the mosquito money be used to subsidize the problem for the next 2 weeks.
