CITY COUNCIL MINUTES, JULY 6, 1995

 

The Jonesboro City Council met Thursday July 6, 1995, at 7:30 p.m. A full quorum was in attendance. Present were Mayor Brodell, City Clerk, Donna K. Jackson, City Attorney, Phillip Crego, and Eight Councilmen. Those Councilmen were: Wise, Evans, Young, Perrin, Tate, Kelton, Roddy, and Hannah. Councilmen Vance, Rega, Province, and Harpole were unable to attend due to prior obligations.

 

The minutes of June 19, 1995, were approved as mailed on motion by Councilman Young seconded by Councilman Perrin. A roll call vote was taken resulting in all council members voting aye. Those Councilmen voting aye were: Wise, Evans, Young, Perrin, Tate, Kelton, Roddy, and Hannah.

 

The following ordinance was on third reading:

                     

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (MAC FLEMING)

 

Councilman Hannah moved, seconded by Councilman Kelton for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Evans, Young, Perrin, Tate, Kelton, Roddy, and Hannah. The ordinance was given the number 2630.

 

Item 6 - Resolution entering into a one year lease with Teens For Christ (T.F.C.) was pulled for further clarification of ownership, by City Attorney, Phillip Crego.

 

The following ordinance was on third reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (ARNOLD/LYONS)

 

Councilman Hannah moved, seconded by Councilman Evans for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Evans, Young, Perrin, Tate, Kelton, Roddy, and Hannah.

The ordinance was given the number 2631.

 

The following ordinance was on third reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (MAX DACUS JR.)

 

Councilman Hannah moved, seconded by Councilman Perrin for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Evans, Young, Perrin, Tate, Kelton, Roddy, and Hannah.

The ordinance was given the number 2632.

 

Councilman Roddy offered the following ordinance for the first reading.

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (STEVE STOKER)

 

Councilman Hannah moved, seconded by Councilman Kelton to suspend the rules and place on the second reading. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Evans, Young, Perrin, Tate, Kelton, Roddy, and Hannah. No further action was taken regarding this ordinance.

 

Councilman Roddy offered the following ordinance for the first reading.

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (LAVAUGHN RUSHER)

 

Councilman Hannah moved, seconded by Councilman Perrin to suspend the rules and place on the second reading. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Evans, Young, Perrin, Tate, Kelton, Roddy, and Hannah. No further action was taken regarding this ordinance.

 

Councilman Kelton offered the following ordinance for the first reading.

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (STEVE DAUGHERTY)

 

Councilman Hannah moved, seconded by Councilman Wise to suspend the rules and place on the second reading. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Evans, Young, Perrin, Tate, Kelton, Roddy, and Hannah. No further action was taken regarding this ordinance.

 

The following bids were tabled till further notice:

95:35 - Fuel System - Sanitation/Street Departments

95:36 - 911 Digital Recording Equipment

95:37 - Used Roller - Street Department

 

Bid 95:38 - Air Conditioners for Road Graders - Street Department

Councilman Kelton moved, seconded by Councilman Perrin to accept low bid meeting specifications. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Evans, Young, Perrin, Tate, Kelton, Roddy, and Hannah.

 

Councilman Evans moved, seconded by Councilman Perrin for the adoption of a traffic resolution requesting "STOP" signs be placed at the following locations:

 

- Lion Heart Lane at Casey Springs Rd.

- Nottingham Cove at Lion Heart Lane

- Nottingham Way at Lion Heart Lane

- Brandywine Drive at Rolling Forrest Drive

- Wildberry Cove at Rolling Forrest Drive

- Rossland Drive at Rolling Forrest Drive

- Coral Cove at Rossland Drive

- Rossland Drive at Harrisburg Road

- Garden Parkway at Harrisburg Road

- Gordon Street at 4th Street

- Malibu Drive at Caprice Parkway

- Peabody Drive at Stadium Blvd.

- Lonoke Lane at Colony Road

- Lonoke Cove at Lonoke Lane

- Ebbert Drive at Harrisburg Road

- Rolling Forrest Drive at Ebbert Drive

 

A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Evans, Young, Perrin, Tate, Kelton, Roddy, and Hannah. The resolution was given the number 1995:28.

 

Councilman Evans moved, seconded by Councilman Wise for the adoption of a resolution requesting City Water and Light to provide free water meter service to 107 W. Allen. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Evans, Young, Perrin, Tate, Kelton, Roddy, and Hannah. The resolution was given the number 1995:29.

 

Councilman Perrin moved, seconded by Councilman Roddy for the adoption of a resolution to condemn property located at 410 N. Third Street, Jonesboro, Arkansas. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Evans, Young, Perrin, Tate, Kelton, Roddy, and Hannah. The resolution was given the number 1995:30.

 

Councilman Hannah moved, seconded by Councilman Evans for the adoption of a resolution to set a public hearing for July 17, 1995, at 7:15 p.m. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Evans, Young, Perrin, Tate, Kelton, Roddy, and Hannah. The resolution was given the number 1995:31.

 

A public hearing was held at 6:00 p.m. prior to the regularly scheduled council meeting to assess the housing, community, and industrial needs of Jonesboro. Concerned citizens provided input to the Grants Committee regarding these matters. Councilman Young moved, seconded by Councilman Evans for the adoption of a resolution to provide a Comprehensive Housing Plan together with Craighead County for the purpose of utilizing Federal Grant Housing Funds. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Wise, Evans, Young, Perrin, Tate, Kelton, Roddy, and Hannah. The resolution was given the number 1995:32.

 

Under new business Councilman Tate requested the Highway Department or the Street Department to clear over grown grass in the gutters on North Main. Mayor Brodell stated he had spoken with the Highway Department regarding this matter.

 

Councilman Hannah explained by the end of the month Linda Bullock, Finance Director will make available a report of the 1995 Jonesboro City Budget. The Finance Committee will review the first six months in order to determine Jonesboro's options should the state Supreme Court not overturn itself on the sales tax issue involving Arkansas counties.

 

With no further business the meeting was adjourned.
