CITY COUNCIL MINUTES - JULY 3, 2000

 

The Jonesboro City Council met Monday, July 3, 2000 at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Hubert Brodell, City Clerk Donna Jackson, City Attorney Phillip Crego, and 8 council members. Those members were: Tate, McCall, Young, Crockett, Rorex, Rega, Province, and Roddy. Councilmen Kelton, Copeland, Moore, and Perrin were unable to attend.

 

Councilman Rorex moved, seconded by Councilman Young to approve the minutes, from June 19, 2000 as provided earlier. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Tate, McCall, Young, Crockett, Rorex, Rega, Province, and Roddy.

 

Councilman Tate offered the following ordinance for first reading:

 

ORDINANCE AMENDING ORDINANCE 954, THE ZONING ORDINANCE TO REZONE FROM RESIDENTIAL (R-3) TO COMMERCIAL (C-3) LOCATED AT 100 W. FORREST STREET. (MAX DACUS JR.)

 

Councilman Tate moved, seconded by Councilman Young to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members were: Tate, McCall, Young, Crockett, Rorex, Rega, Province, and Roddy.

 

Councilman Young offered the following ordinance for first reading:

 

ORDINANCE AMENDING ORDINANCE 954, THE ZONING ORDINANCE TO REZONE FROM RESIDENTIAL (R-3) TO COMMERCIAL (C-3) LOCATED AT 100 W. FORREST STREET. (MACK FLEMING)

 

Councilman Crockett moved, seconded by Councilman Rorex to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members were: Tate, McCall, Young, Crockett, Rorex, Rega, Province, and Roddy.

 

Mr. Keith Carle addressed Council regarding the 1% Sales and Use Tax and Mosquito Control. He stated he had misunderstood the redistricting of ward boundaries and did not discuss that issue. Mr. Carle stated of the $550,000 designated for mosquito control only $380,000 was used. He contended that approximately one third of the mosquito budget was appropriated for something other than mosquito control and that the 1% Sales and Use Tax would be used for something other than street improvement. Mr. Carle claimed the Mayor and Council was coveting and stealing money from citizens not living in Jonesboro, and that it was taxation without representation. In closing, Mr. Carle stated he did not believe the Mayor or Council would do what they say they would with the funds collected and he personally would not vote for the measure. Mayor Brodell responded by saying he and the Council have done everything they had promised with the MATA funds, and those funds have been audited and approved by the Arkansas State Legislative Audit. Mayor Brodell requested Mr. Carle meet with the proper committees instead of disrupting council meetings to grand stand and show off.

 

Under new business, Councilman Tate moved, seconded by Councilman Young to accept the bid of Norman Truck & Equipment Co. for an Aerial Bucket Truck at a cost of $26,500 to come from the Street Departments fixed assets. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Tate, McCall, Young, Crockett, Rorex, Rega, Province, and Roddy.

 

Councilman Rega reminded Council that early voting began today July 3, 2000 for the 1% Sales and Use Tax. He encouraged everyone to go vote.

 

With no further business, the meeting was adjourned.
