AN ORDINANCE TO PROVIDE CERTAIN TRAFFIC CONTROL DEVICES: TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF: AND FOR OTHER PURPOSES (NOTE: THIS ORDINANCE WAS AMENDED BY ORD-76:2184 ON AUGUST 16, 1976)

BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas;
 
Section 1: The City Council finds and declares the conditions of traffic are such as to endanger the traveling public and pedestrians at certain streets, intersections, and along certain streets and that certain traffic control devices are to be established and placed at the following intersections and streets:
 
A. A 20 MPH maximum speed limit on Willow Road, from Service Road to Nettleton.
B. Stop signs to be placed at the intersection of Chestnut and West Washington to be in effect from 8:00 A.M. and from 2:30 P.M. to 3:30 P.M. on school days only. The aforementioned stop signs shall be mounted on portable stands and the care for placing the stop signs and removing the stop signs at the aforementioned intersections shall be conducted by officials of West School.
 
Section 2: The drivers of all vehicles shall obey all traffic control signs per instructions on the face thereof.
 
Section 3: The Chief of Police or some other person designated by him is directed to place and locate upon the above described streets at the proper places, appropriate signs designating traffic control as set out above and it shall be unlawful for any person, firm, or corporation to tear down, remove, or mutilate such signs.
 
Section 4: Every person convicted of a violation of any provision of this Ordinance shall be punished by a fine of not more than twenty five dollars ($25.00).
 
Section 5: All ordinance and/or parts of ordinances in conflict herewith are hereby repealed.
 
Section 6: It is found and declared by the City Council that the increasing traffic congestion and lack of traffic control devices have caused and will cause danger to life and property; and that therefore, this ordinance being necessary for the preservation of the public peace, health and safety, as emergency is hereby declared to exist and this Ordinance shall take effect from and after its passage and approval.
