MAPC MINUTES

FEBRUARY 14, 1980

 

The Metropolitan Area Planning Commission met Thursday, February 14, 1980, at 7:00 p.m. in the courtroom at City Hall.

 

The meeting was called to order by Mr. Ralph Morrison, Chairman.

 

Members Present: Morrison, Cooper, Ball, Smith Freeman and Scott

 

Members Absent: Brown, Gott and Tilton

 

Others Present: Carlos Wood, John Broadaway, Brenda Barnes and Curt Hodges. There were numerous guests in the audience.

 

Minutes from January were read and approved. Items for business were as follows:

 

Item #1 Proctor Tire Service Inc. requests a zoning classification of Commercial Three (C-3). Subject zoning request is submitted under the provisions of City Ordinance #1473 providing for zoning classification prior to the subject property being annexed to the City. The MAPC is asked to prepare a written statement as to what effect the proposed annexation would have on the City accepting said land. The property is described as follows: A part of the Northwest Quarter of the Northwest Quarter of Section 33, Township 14 North, Range 4 East, Craighead County, Arkansas, more particularly described as follows: Commencing at the Northeast corner of said Section 33, thence South along said section line 420 feet to the point of beginning proper; thence continuing South along said section line 240 feet; thence East 521 feet; thence North 240 feet; thence west 521 feet to the point of beginning proper. Said property is subject to an easement along the west side thereof for right-of-way of Caraway Road. The general location of this property is described as being approximately 420 feet south of the Highway 63 Bypass abutting the east side of Caraway Road.

 

A motion was made by Mr. Freeman and seconded by Mr. Ball to accept this item subject to the stipulation that an additional 30’ of right-of-way along the southern most part of the property on the east side of Caraway Road be dedicated to the City of Jonesboro, thus providing a minimum of 60’ of right-of-way from centerline of Caraway Road. The owner will agree to pave one lane of the roadway from the Ark. Hwy and Trans Dept. maintenance to the southern most property line if the Highway Dept. does not construct Caraway Road the entire length of this property. Before the MAPC will accept further site development on this tract, the remaining portion not used by AHTD must be annexed. Voting aye: Morrison, Ball, Smith, Freeman and Scott, Passing Cooper. REQEUST APPROVED.

 

Item #2 Floyd A. Dupwe, Sr. and Mary Lucy Dupwe, his wife; and Guaranty Mortgage Company, requests a zoning classification of Residential Two (R-2). Subject zoning request is submitted under the provisions of City Ordinance #1473 providing for zoning classification prior to the subject property being annexed to the City. The MAPC is asked to prepare a written statement as to what effect the proposed annexation would have on the City accepting said land. The property is described as follows: A part of the Southwest Quarter, Northwest Quarter, Section 24, Township 14 North, Range 3 East, Craighead County, Arkansas, more particularly described as follows: Commencing at the Quarter corner, Section 23 and 24, aforesaid; thence along the east and south property line of Scenic Hills Subdivision, First Addition Revised, as follows: North 1 degree 06’ East 200 feet, North 89 degrees 41’ East 343.0 feet, North 0 degree 52’ 30” East 409.4 feet to the point of beginning proper; thence continue along said East and North line Scenic Hills Subdivision, First Addition Revised as follows: North 0 degrees 52’ 30” East 170.5 feet, South 89 degrees 40’ West 341.6 feet, North 1 degree 06’ East 541.7 feet; thence North 89 degrees 51’ East 1306.5 feet to the West line of Westview Acres Subdivision; thence South 1 degree 01’ West 711.1 feet along said West line of Westview Acres Subdivision; thence South 89 degrees 51’ West 966.2 feet to the point of beginning proper  containing 20.00 acres. The general location of this property is described as follows: being approximately 600 feet North of West Nettleton Avenue and being bounded on the West by Scenic Hills Subdivision, First Addition Revised, and bounded on the East by Westview Acres Subdivision.

 

A motion was made by Mr. Cooper and seconded by Mr. Freeman to approve request. REQUEST APPROVED UNANIMOUSLY.

 

Item #3 Harvey L Collins requests re-plat on lots 18 and 19, which is part of block “F” of Marlo Acres 6th Addition, City of Jonesboro, County of Craighead, State of Arkansas. The general location of this property is Stroud Street near Harrisburg Road.

 

A motion was made by Mr. Freeman and seconded by Mr. Smith to approve request. REQUEST APPROVED UNANIMOUSLY.

 

Item #4 W.P. Lamar requests a replat be made of lot 6 and lot 7 and 8 of Block “B” of Service Park, Jonesboro, Arkansas, into one lot. The general location of this property is the intersection of Willow Creek near Willow Road, Jonesboro, Arkansas.

 

A motion was made by Mr. Freeman and seconded by Mr. Ball to approve request. Voting aye: Morrison, Ball, Smith Freeman and Scott, pass Cooper. REQUEST APPROVED.
