AN ORDINANCE TO AMEND CHAPTER 11.20, ELECTRICAL CODE, SECTIONS 11.20.02, 11.20.03, 11.20.06, 11.02.08, 11.2011, CHAPTER 11.24.  LICENSING OF ELECTRICIANS, CONTRACTORS, ETC., SECTIONS 11.24.05, 11.24.06, 11.24.07, 11.24.08, 11.24.09, 11.24.10, 11.24.11, 11.24.12, AND 11.24.13,  OF  THE  CODE  OF ORDINANCES OF THE CITY OF JONESBORO, ARKANSAS, TO STREAMLINE THE  ELECTRICAL CODE AND ITS ADMINISTRATION, AND FOR OTHER PURPOSES. BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:     
 
SECTION 1:   That Chapter 11.20, of the Code of Ordinances of the City of Jonesboro, Arkansas, is hereby amended as follow:  
 
11.20.02 PERMIT -  REQUIRED;  APPLICATION;  CONTENTS;  ACTION  BY ELECTRICAL  INSPECTOR;  ISSUANCE:  Substitute "the City Electrical Inspector" for "its city collector" in the last line of Sub-section (A).
 
(D)   Permits under this chapter may be issued only to persons duly licensed by the State of Arkansas under the Acts pertaining to the licensing of persons qualified thereunder, to engage in the making of electrical installations and repairs within the city.
 
11.20.03 SAME - TEMPORARY PERMIT REQUIREMENTS:  Substitute "City Electrical Inspector who" for "city collector, the electrical inspector" in the third line.
 
11.20.08 INSPECTION FEES:
(B)         (1)   Application issuance fee:  Residential   $ 5.00
                     Commercial/Industrial buildings and apartments over two (2) units    $10.00
(5)   Change "Five Dollars ($5.00)" to "Ten Dollars ($10.00) in the 6th line
(7)   Unit Heaters: Each unit        $ 5.00
(C)  Change "Two Dollars ($2.00)" to "Five Dollars ($5.00)" in the first line.
(D)  All fees assessed under this section shall be collected by the City Planning  and Inspection Department.
 
11.20.11    LOCAL EXCEPTIONS TO THE NATIONAL ELECTRICAL CODE:   The following rules to govern local conditions shall be exceptions to the National Electrical Code:
 
(1)  All commercial buildings shall be wired in metal conduit. Metal conduit being defined
as: (a) rigid conduit, (b) intermediate conduit, (c) E. M. T., electrical metallic tubing.
Flexible metal conduit and flexible metal tubing may be used in accordance with the N.E C. for flexibility for motors and from junction boxes to lights in lengths of not more than 6 feet.
  
(2)  No  circuit  shall  be  wired  with  less  than  No  12  copper  wire.
 
(3)  Minimum  size  of  aluminum  wire  that  can  be  used  is  No. 6  strand.
 
(4)  PVC conduit shall not be installed where it is exposed to the outside elements.  It can be used in underground installations as approved by the National Electrical Code.

(5)  No meter shall be disconnected from line by anyone other than those securing permission to do so from the utility company supplying power.
 
(6)  No meter should be no less than 4 feet or more than 6 feet from ground level, or as approved by local utility.
 
(7)  All meters shall be outside of buildings and accessible at all times.
 
(8)  No residential service shall be less than No.  4-3 copper (100 amps) unless special permission is secured.
 
(9)  Service entrances shall clear above ground at least twelve (12) feet.
 
(10)  Service masts shall be not less than two (2") inch rigid conduits.
 
(11)  Ground rods not less than eight feet by ½ inch shall be used at service entrance.
 
(12)  No more than one (1) light opening shall be permitted on any one receptacle circuit or one (1) receptacle on a lighting circuit.
 
(13)  The National Electrical Code shall be followed in all cases where this Chapter does  not  apply.
 
(14)  All  transformers  used  on  gas  filled  signs  or  lamps  shall  be  ninety-five  (95%) percent power corrected.
 
(15)  All work shall be done in a workmanlike manner.
 
(16)  Master  switch or  breaker shall  be  installed  at  the  outer  end  of  entrance  at  meter and  entrance  shall  not  be  concealed.
 
(17)  There shall be no more than (8) eight duplex receptacles or (8) eight lights per 20 amp circuit.
 
(18)  The following rule shall apply to industrial and commercial wiring:   
(A)  No permit shall be issued until electrical contractor has furnished utility with plans and  voltage and type of service and/or any service over 200 amp or any three  phase service and  utility has issued written  approval.  
 
SECTION 2:   That Chapter 11.24, of the Code of Ordinances of the City of Jonesboro, Arkansas, is hereby amended as follows:
 
11.24.05   REVOCATION OF CERTIFICATE OF COMPETENCY:
Delete entire Section and renumber subsequent Sections.
 
1.24.06   PENALTY FOR VIOLATION:   Substitute "City" for "board" in the third line and change to 11.24.05.
 
11.24.07   BOARD  OF  EXAMINERS  OF  ELECTRICIANS  AND  SUPERVISORS - CREATED;  COMPOSITION;  APPOINTMENT  OF  MEMBERS;  TERMS  OF OFFICE;  VACANCIES.   Delete entire Section and renumber subsequent Section.
 
11.24.08    SAME - ORGANIZATION; RECORDS TO BE KEPT; QUORUM.  Delete entire Section and renumber subsequent Section.
 
11.24.09   SAME - ORGANIZATION; REMOVAL OF  MEMBERS;  AUTHORITY TO  ADOPT RULES AND  REGULATIONS  FOR  EXAMINATION  OF APPLICANTS; TO BE FILED WITH CLERK;  Delete entire Section and renumber subsequent Sections.
 
11.24.10   SAME - EXPENSES OF BOARD TO BE PAID BY CITY: Delete entire Section and renumber subsequent Section.
 
11.24.11    LICENSE REQUIRED; FEE.  Renumber as 11.24.07.
 
11.24.12   BOARD OF REVIEW - CREATED; COMPOSITION; COMPENSATION; TERMS OF OFFICE.   Delete entire Section.
 
11.24.13   SAME - POWERS AND DUTIE; QUORUM, etc.  Delete entire Section
 
SECTION 3:   If for any reason, any portion of this Ordinance is held to be invalid; such invalidity shall in no way effect the remaining portions thereof which are valid, but such valid portions shall remain in full force and effect.      
 
SECTION 4:   It is found and declared by the City Council that an emergency exists and this Ordinance being necessary for the preservation of the public peace, health and safety, it shall take effect from and after its passage and approval.
