CITY COUNCIL MEETING OCTOBER 4, 1976

 

The Jonesboro City Council met in regular session, Monday, October 4, 1976, at 7:30 p.m. There were present: Mayor, City Attorney, City Clerk, and the following named aldermen: Bowers, Sanderson, Bridger, Burns, Stricklin, Minx, Smith, Hinson, Haggenmacher, Johnson and Darling.

 

On recommendation of the Mayor, Mr. Darling moved that Harold Momany and Mike Walden be appointed to the Parking Authority, seconded by Mr. Bridger, with unanimous vote of council.

 

Mr. Smith moved that Major Labouski and Greta Troutt be appointed to the Promotion and Advertising Commission, seconded by Mr. Minx, with all council voting aye.

 

The following ordinance was on third reading: (No Parking W. side of Carson)

 

AN ORDINANCE TO PROVIDE CERTAIN TRAFFIC CONTROL DEVICES: TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF: AND FOR OTHER PURPOSES

 

Mr. Hannah moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Johnson, all aye and the ordinance was given #1537.

 

The following ordinance was on 2nd reading: (Edwards Sub. Annexation)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, DATED AUGUST 8, 1976, ASSIGNING SAID ANNEXED TERRITORY TO WARD 3, ZONING SAID ANNEXED TERRITORY R-3; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES

 

The following bids were opened on used equipment:

Mr. Bridger moved that the high bids be accepted, seconded by Mr. Bowers, all voted aye.

 

Mr. Hannah moved that the City re-advertise for bids on the 1968 Ford Truck, seconded by Mr. Bridger, all voted aye.

 

The following ordinance was on 2nd reading: (Hurricane Drive)

 

AN ORDINANCE TO PROVIDE CERTAIN TRAFFIC CONTROL DEVICES: TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF: AND FOR OTHER PURPOSES

 

Liet. Bob Smith, Traffic Safety Officer, advised council of traffic problems at North School, and advised that an ordinance should be drawn placing a “No Parking”, Loading and Unloading Zone. Mr. Burns moved that subject to the acceptability of the ordinance, it will be approved at the next meeting in three readings. The motion was seconded by Mr. Hinson and received unanimous vote of the council.

 

The following ordinance was on 2nd reading: (Rezone Ordinance Amended)

 

AN ORDINANCE TO AMEND ORDINANCE NO. 1196, SECTION 24-31, OF THE CODE OF ORDINANCES BY PROVIDING FOR AMENDMENTS TO THE REGULATIONS AND/OR BOUNDARIES ZONING DISTRICTS WITHIN THE CITY OF JONESBORO

 

Mike Cameron gave his recommendation to council on the Owens Street drainage problem and Mr. Darling moved that he proceed with the project, seconded by Mr. Stricklin, all voted aye.

 

The Mayor appointed the following to the Mobile Home Committee: Bowers, Hinson and Haggenmacher.

 

Mr. Sanderson moved that M.E. Carter Temple be granted permission to solicit funds from October 6th to November 6th. Motion was seconded by Mr. Johnson and received unanimous vote of council.

 

Mr. Burns moved that the overtime to be paid to the policemen for overtime duty be referred to the Fire and Police Committee, seconded by Mr. Bridger, all voted aye.

 

Mr. Smith moved that the council rescind their previous action of chip and seal on Krueger Drive, and put 2” hot mix on the street, seconded by Mr. Bowers, all voted aye.
