The City Council of the City of Jonesboro, Arkansas, met in regular session on the above named dated at 7:30 p.m. in the City Hall. There were present Mayor, City Clerk, City Attorney and the following named Councilmen: Berry, Rogers, Stricklin, Snow, Stephens, Copeland, Hendrix, Taylor, Booker. Absent, Johnson.

 

Mr. Stephens made the motion, seconded by Mr. Stricklin, that the Jets Social Club be granted permission to sell scotch light for automobiles. All aye.

 

Mr. Berry made the motion, seconded by Mr. Stephens, that Q.A. Schisler be granted a permit to build a hobby shop. Roll call. All aye. Permit granted.

 

Mr. Snow made the motion, seconded by Mr. Taylor, that the Sanitation Committee investigates the dumping of garbage. All aye.

 

Mr. Berry made the motion, seconded by Mr. Hendrix, that Mr. Tolbert be granted permission to enclose his wash and grease rack on Gee. Roll called. All aye.

 

Mr. Stricklin made the motion that sirens at $155.00 each be purchased for the Police cars. Mr. Booker seconded the motion. Roll called. All aye.

 

Mr. Stricklin made the motion, seconded by Mr. Rogers, that the Fire Committee investigate ideas of helping neighboring towns when additions helps and trucks are needed. All aye.

 

Mr. Booker made the motion, seconded by Mr. Hendrix, that the Mayor’s recommendation of R.L. Petillo as Street Foreman be accepted. Roll called. Eight voting aye. One, nay.

 

Mr. Taylor made the motion, seconded by Mr. Booker, that the Mayor be authorized to contact the Highway Dept. for approval of a light on Gee and the new road leading to the GE Plant. All aye.

 

Mr. Berry made the motion, seconded by Mr. Taylor, that the City Council allow Merritt Crall to lower the sidewalk on the west side of the City Drug Store by 3 to 3-1/2 inches, at his own expense, with City helping some with necessary labor. Roll called. All aye.

 

Mr. Booker made the motion, seconded by Mr. Berry, that the bills as okayed by the Finance Committee be paid. Roll called. All aye.

 

Mr. Berry offered the following resolution:

 

RESOLUTION TO PURCHASE RITTER PROPERTY

 

Mr. Berry then made the motion that the resolution be adopted as read. Mr. Booker seconded the motion. Roll called. All aye. The resolution was given the number 1954:03.

 

Mr. Rogers made the motion that the City purchase uniform for the Police and Fire Department from Himie Goldstein as recommended by the Fire and Police Committees. Full uniforms, consisting of blouse and four trousers, and three shirts. 19 Police. 18 Fire. Also 6 extra pair of summer trousers. Mr. Booker seconded the motion. Roll called. All aye.

 

Mr. Rogers made the motion, seconded by Mr. Taylor, that the suggestion of the Mayor of a policeman and fireman riding together in each Police care be put on a trial basis. Roll called. Five voting aye, four nay. Motion carried.

 

Mr. Copeland offered the following ordinance:

 

AN ORDINANCE REGULATING THE OPERATION OF FOOD HANDLING ESTABLISHMENTS; TO ADOPT THE RULES AND REGULATIONS OF THE STATE BOARD OF HEALTH; TO CREATE THE OFFICE OF HEALTH INSPECTOR, AND FOR OTHER PURPOSES, and said ordinance was read for the first time.

 

Mr. Berry made the motion, seconded by Mr. Stephens, that the rules requiring an ordinance be read on three different days be suspend and said ordinance be placed on the second reading. Roll called, and more than two thirds of the Council voting aye, the ordinance was placed on the second reading, and read for the second time. Mr. Stephens then made the motion, seconded by Mr. Booker, that the rules requiring the ordinance be read on three different days be suspended and the ordinance be placed on the third and final reading. Roll was called and more than two thirds of the Council voting aye and the ordinance was then read for the third and final time. Mr. Stephens made the motion, seconded by Mr. Booker, that the ordinance be adopted as read. Roll called and more than two thirds of the Council voting aye, the Mayor announced the motion as carried and the ordinance was passed and adopted and number #869. The roll was called on the emergency clause, eight voting aye, one nay.

 

Mr. Taylor made the motion that the City Council accept the Mayor’s recommendation of Richard Clem as City Health Inspector. Mr. Booker seconded the motion. Roll called. All voting aye.

 

Mr. Berry made the motion, seconded by Mr. Stephens, that the City lease the property on the corner of Washington and Church to A.L. Hendrix Motors for a period of three years at $100.00 a month. Roll called. All aye.

 

Mr. Rogers then made the motion that the City rent from A.L. Hendrix Motors half his lot next to the City Hall for $25.00 a month. Mr. Stricklin seconded the motion. Roll called. All aye.


Mr. Berry made the motion, seconded by Mr. Stephens, that the reports be accepted and filed. All aye.

 

Mr. Berry made the motion, seconded by Mr. Booker, that Council adjourn. All aye. Council adjourned.
