MINUTES 

METROPOLITAN AREA PLANNING COMMISSION 

MAY 9, 1995 

 

MEMBERS PRESENT:  Little, Finley, Beadles, Pitts and Shaw

 

MEMBERS ABSENT:  Coleman, Damron, McCracken and Phillips

 

A motion was made by Dr. Beadles to approve the minutes with completion of the final item.  Ms. Shaw seconded, MOTION CARRIED.

 

#1  RZ95-13  Jim Mashburn requested approval of rezoning from R-1 to R-2 for .71 acre located on the south side of Nettleton Avenue, West of Elmdale Drive. 

 

Dr. Beadles moved to approve with the stipulation of having a site plan approved by the MAPC before a building permit is issued.  Ms. Shaw seconded for the purpose of bringing the item to a vote.  Two voted aye, one no, one abstained.  REQUEST DENIED for lack of a majority vote. 

 

Ms. Shaw explained her reason for the no vote was concern for density in R-2 zoning.  She stated the Commission was told at first there would be a duplex, then a 4-plex, and now a 6-plex. 

 

#2  SU95-5  Nellie Jackson requested approval of placement of a mobile home on W. Philadelphia Road, west of N. Church Street. 

 

Item WITHDRAWN.

 

#3  RZ95-16  Keith Meredith requested approval of rezoning from R-2 to I-1 for Lots 1 & 2, Block A of Earl Keich Addition.  The property is located on the southwest corner of Highland Drive and Industrial Drive.

 

Dr. Beadles moved to approve the request subject to a site plan being submitted for MAPC approval and comments in the staff report being met.  Ms. Finley seconded with 5 (including the Vice Chairman) voting aye, 0 no, REQUEST APPROVED WITH STIPULATIONS.

 

#4  RZ95-17  Mack Fleming requested approval of rezoning from R-1 to R-3 for Lots 1 - 14, Block 2 and Lots 1 - 7, Block 1 of Edwards Replat of All of Blocks 1 and 2 of the Carter Addition.  The property is located on the south side of Race Street, east of Briar Lane and west of Middlefield Drive.

 

Mr. Pitts made a motion to approve with the following stipulations: 

1.  Fully pave Carter Drive 

2.  Has option to fully improve one half of Briar Lane and             Middlefield Drive or lesser improvements for a whole                                                street for both streets

Ms. Shaw seconded with 5 (including the Vice Chairman) voting aye, 0 no, REQUEST APPROVED WITH STIPULATIONS.

 

#5  RZ95-18  Mary Willett requested approval of rezoning from R-1 to C-3 for .39 acre located on the southwest corner of Stadium Boulevard and Planters Drive. 

 

There were some in attendance opposed to this request who are members of the Spence family.  Ms. Willett is also a family member.  Some heirs to the property do not want the property rezoned.  It was stated that if all owners did not concur in the rezoning of the property that it couldn't be rezoned.  Dr. Beadles made a motion to table item because of ownership complications.  Ms. Finley seconded, 4 voted aye, 0 no, REQUEST TABLED.

 

#6  MP95-25  Mary Willett requested approval of a minor plat containing .39 acre located on the southwest corner of Stadium Boulevard and Planters Drive. 

 

REQUEST TABLED based on motion and vote on Item # 5. 

 

#7  FP95-7  Bob Gibson requested final approval of Barrett Place Third Addition, a replat of Lots 1, 5 & 6 of Barrett Place Second Addition. 

 

Ms. Finley moved to approve the request subject to proper signatures by surveyor.  Dr. Beadles seconded, 4 voted aye, 0 no, REQUEST APPROVED WITH STIPULATION.

 

#8  FP95-8  Skip Macon requested final approval of subdivision plans for Nicely Subdivision 3rd Addition containing 10 lots on 5.2 acres.  The property is located south of Matthews Avenue, west of Freeman Street. 

 

Ms. Shaw moved to approve subject to:

                         1.  Revised drainage plan being submitted and approved by              staff

2.  Replat showing lots from the second and first addition             to show how they are affected by this subdivision 

Dr. Beadles seconded the motion, 4 voted aye, 0 no, REQUEST APPROVED WITH STIPULATIONS.

 

#9  RP95-14  Mark and Hal Rees requested approval of a replat of Lots 30-35, Block F and Lots 7-10, Block I, all in the Belmont Addition.  The property is located east of Greenbriar Drive and is a continuation of Rose Street. 

 

The plat submitted for this item lacked several requirements for qualifying action on it.  The property is actually being divided into 4 lots, but only two are shown.  Discrepancies in right of way were also questioned, not as being needed but in identification of what is and what isn't.  Property owners agreed to withdraw their request and bring a new plat that conforms to code to the commission next month.  WITHDRAWN BY OWNERS.

 

#10  PP95-9  Mike Cameron requested preliminary approval of plans for redeveloping portions of the B. H. Berger Subdivision and the East End Addition.  The property is located on the south side of Aggie Road, and is a continuation of Azalea Lane. 

 

Dr. Beadles moved to approve the request subject to: 

1.  Street spec changed to show compacted to 95% modified              proctor

2.  Staff comments being met 

Mr. Pitts seconded, 4 voted aye, 0 no, REQUEST APPROVED WITH STIPULATIONS.

 

#11 SP95-21  Matrix Telecommunications requested approval of site plans for a new manufacturing facility to be located on the west side of One Place, south of Parker Road and east of Willow Road.

 

Ms. Shaw moved to approve the request subject to:

1.  Redrawing truck loading area to accommodate 18 wheelers

2.  Revise plan to show new drainage area to south

Ms. Finley seconded, 4 voted aye, 0 no REQUEST APPROVED WITH STIPULATIONS.
