CITY COUNCIL MINUTES, DECEMBER 18, 1995

 

The Jonesboro City Council met Monday, December 18, 1995, at 6:30 p.m. A full quorum was in attendance. Present were: Hubert Brodell, Mayor, Donna Jackson, City Clerk; Phillip Crego, City Attorney, and eleven council members. Those Councilmen were: Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole. Councilman Vance arrived shortly after the meeting began.

 

A moment of silence was observed by Council in memory of Councilman Jim Hannah who suffered a fatal heart attack Friday evening, December 8, 1995. Mayor Brodell invited Pastor Bruce Raily of Walnut Street Baptist Church to give the invocation.

 

The minutes of December 4, 1995, were approved as faxed by Councilman Rega seconded by Councilman Harpole. A roll call vote was taken resulting in all council members voting aye. Those Councilmen voting aye were: Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy and Harpole.

 

The following ordinance was on the third reading:

 

ORDINANCE TO VACATE AND ABANDON A TEN FOOT (10') DRAINAGE EASEMENT LOCATED IN THE CALVARY CHAPEL ADDITION OF JONESBORO, ARKANSAS. (PHILLIPS INVESTMENTS)

 

Councilman Evans moved, seconded by Councilman Perrin moved for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Those Councilmen voting aye were: were: Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole. The ordinance was given the number 2672.

 

Councilman Evans offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (Robert Sartin)

 

Councilman Tate moved, seconded by Councilman Wise to suspend the rules and place on second reading. A roll call vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole.

 

At the request of Mr. Skip Mooney, Sr. (Attorney representing Dianne Duschl) Councilman Vance moved, seconded by Councilman Young to table Item 4-C until the next council meeting. A roll call vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole.

 

Councilman Kelton offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (Farmer Enterprises)

 

Councilman Vance moved, seconded by Councilman Harpole to suspend the rules and place on the second reading. A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole.

 

The following bids were reviewed:

 

95:49 - Property Insurance - All Departments

Councilman Harpole moved, seconded by Councilman Wise to accept low bid meeting specifications. A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole.

 

95:52 - Heat & Air - Senior Citizens’ Building

Councilman Evans moved, seconded by Councilman Province to accept low bid meeting specifications. A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole

 

95:53 - Uniform Cleaning - Fire & Police Departments

Councilman Harpole moved, seconded by Councilman Vance to accept low bid meeting specifications. A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole

 

95:534- Pest Control - All

Councilman Vance moved, seconded by Councilman Young to accept low bid meeting specifications. A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole.

 

Councilman Vance moved, seconded by Councilman Evans to move the regularly scheduled council meeting to Tuesday, January 2, 1995, (New Year’s Holiday) and to schedule an appeal hearing for 6:10 p.m. regarding the approval of a “Special Use Permit” by the Metropolitan Area Planning Commission to Mr. Jack Jones. A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole.

 

Councilman Harpole moved, seconded by Councilman Perrin to schedule an appeal hearing for 6:20 p.m. regarding the denial by the Metropolitan Area Planning Commission to rezone property from Residential One to Commercial Three. A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole.

 

Councilman Harpole moved, seconded by Councilman Perrin for the adoption of a resolution to incorporate the Federal Department of Transportation’s 1994 Final Rules for Controlled Substances and Alcohol Testing. A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole. The resolution was given the number 1995:69.

 

Councilman Vance moved, seconded by Councilman Harpole for the adoption of a resolution expressing the support of the Jonesboro City Council for the 1995 Highway and Road Improvement proposal. A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole. The resolution was given the number 1995:70.

 

Councilman Vance moved, seconded by Councilman Tate to appropriate an additional $20,000.00 from Parking Reserves to Land Purchases for the purchase of the Central Chevrolet Used Car Lot. A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole.

 

Councilman Vance moved, seconded by Councilman Tate to appropriate $122,000.00 from unallocated sales tax to cover remainder of expenditures on the Justice Building. A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole

 

Councilman Young moved, seconded by Councilman Harpole that the line item transfers be made in the 1995 budget. They included the following Departments: Police, Cemetery, Inspection, Information Systems, Street, Sanitation (Landfill and Commercial), Parks, and E-911.A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole.

 

Councilman Perrin offered the following ordinance for the first reading:

 

AN ORDINANCE ADOPTING A 1996 BUDGET FOR THE CITY OF JONESBORO

 

Councilman Vance moved, seconded by Councilman Harpole to suspend the rules and place on the second reading. A voice vote was taken resulting in all council members voting aye. Councilman Harpole moved, seconded by Councilman Young to further suspend the rules and place on the third and final reading. A voice vote was taken resulting in all council members voting aye. Councilman Young moved, seconded by Councilman Harpole for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members were: Vance, Wise, Rega, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, and Harpole. The ordinance was given the number 2673.

 

With no further business the meeting was adjourned.
