CITY COUNCIL MINUTES - OCTOBER 7, 1991

 

The Jonesboro City Council met in regular session at 7:30 p.m. Present were the Mayor, City Clerk, City Attorney, and all Aldermen with the exception of Mr. Stricklin who was unable to attend.

 

The minutes of September 16, 1991, were approved as corrected by Clerk on page 2 paragraph 3, from Gallagher to Garver & Garver. Mr. Mays moved seconded by Mr. Evans for the approval of the minutes, as corrected and all voted aye.

 

Mr. Hannah offered the following ordinance for first reading: (Annexation of Hedger Lane)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SA ANNEXED TERRITORY TO WARD TWO (2) ; ZONING SAID ANNEXED TERRITORY (R-2 ), DECLARING AN EMERGENCY; AND FURTHER PURPOSES.

 

Mr. Nix moved, seconded by Mr. Shelton to suspend the rules and place on second reading. All voted aye.

 

Mr. Nix then moved, seconded by Mr. Shelton to further suspend the rules and place on third and final reading. All voted aye. With the understanding there were no stipulations on the property and that Mr. Hedger would be responsible for occurring costs, Mr. Hinson moved seconded by Mr. Evans to adopt the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2358.

 

Mr. Evans offered a resolution allowing the “Students With A Purpose” from Valley View School to “Adopt A Highway” on a portion of Valley View Drive from Weaver Road South to Mount Carmel Road Intersection. Mr. Hannah moved, seconded by Mr. Shelton for adoption of the resolution. The resolution was given number 1991:41.

 

Under new business City Council approved the sell of property to Mr. Leon Hedger for $14,358.00 plus $250.00 for survey work. In 1989 lot 9 and a portion of lot 10 of block D on Cotton Street was offered to Hedger Brother Inc. and Jonesboro Steel, with the latter not consummating the sell. Mr. Mays moved, seconded by Mr. Nix in favor of selling the land to Mr. Hedger. All voted aye.

 

Mayor Brodell requested the City Council to consider a moratorium on annexation into the City of Jonesboro, until the 1992-1993 fire insurance ratings have been completed. The Mayor explained to continue allowing areas to be annexed puts the city in jeopardy with the current Class 4 fire insurance rating guidelines.

 

Lastly, the Mayor proposed a plan to redistrict the six wards of Jonesboro with minor changes in the lines between wards of Jonesboro with minor changes in the lines between wards 1, 2, 3, and 6. The redistricting would equalize the population of each ward with the mean being 7756 according to the 1990 Census Date. Mayor Brodell suggested a Public Hearing set for October 29, 1991 at 7:00 p.m. to allow the public to discuss the proposal. Mr. Shelton moved, seconded by Mr. Evans to approve the public hearing. All voted aye.

 

Mr. Mays moved, seconded by Mr. Strauser to move $60,000.00 from the Unappropriated Street Fund to line item 235 Street Materials. All voted aye.

 

A report was given by Mr. Mays concerning Mosquito Control Comparisons between 1990 and 1991 showed the cost last year being $9000.00 and for this year $32,000.00 with a decrease in the light trap collections and an increase in aerial sprayings from one in 1990 to eight in 1991. Dr. Olsen explained the differences in aerial sprayings as being misleading because six (6) out of eight (8) sprayings were over certain rice fields and not the whole City of Jonesboro. Dr. Olsen explained aerial spraying for adult mosquitoes is very expensive compared to the light traps, but much more effective.
