Members absent: Mark Enos, Steve Smith, Todd Burton, Eric Scarbrough, Jerry Halsey, Jr., Kevan Inboden, Nadine Straitt, Shawnie Carrier, Terry Bare and Wixson Huffstetler
Dr. Sander motioned, seconded by Mr. Caldwell, to approve the minutes from the October 2, 2014, meeting. All voted aye.
Chairman Hall asked City Engineer Craig Light to pick up where he left off at the last meeting. Mr. Light referred to a corridor and suggested instead of making it a linear development along the corridor they should look at putting the high intensity on one side of the corridor and let the highway move vehicles. This would decrease congestion and traffic issues. He further explained the corridor could become a commercial center for Valley View, so residents can take care of their business without having to drive all the way into town.
Chairman Hall questioned whether developing the area in that way would cause access problems. He suggested that instead of moving off the main artery they should look at adding verbiage to their recommendation to come up with access ordinances that would address concerns that Mr. Light has expressed. Mr. Light stated if they go with that, then the regulations will govern poor design. He noted there does need to be a commercial center in the Valley View area to better serve the residents.
City Planner Otis Spriggs referred to the previous meeting where it was also suggested that instead of having the node on the highway that it could be move away from the highway on a vast amount of acreage. Further discussion was held concerning the node in the Valley View area. The decision was made to take out the nodes in the Valley View area.
Ms. Alexander motioned, seconded by Mr. Caldwell, to remove the nodes at Darr Hill Road and Collins/Hwy 49. All voted aye.
Mr. Spriggs noted the strip between Highway 351 and the fairgrounds is high intensity, but the committee had already discussed changing it to high intensity with the stipulation that plans be submitted as a planned unit/district development with three acres or more. He noted that planned districts have a 15% green space requirement. Mr. Caldwell expressed concern about smaller developments being able to afford to put in planned developments.
Discussion was then held regarding access management. Ms. Alexander asked if anything can be done on Caraway Road to help with redevelopment in that area. Mr. Spriggs explained that area is already zoned C-3 General Commercial, but new developers have been open to helping with managing entryways in their developments. It was further explained they had previously discussed an access management policy, but it did not get far. Mr. Light stated they took a document to the Public Works Committee, but people came out against several different aspects. They have limited the document down to what is important and plan to take it back to the Public Works Committee.
Discussion was held regarding the Master Street Plan Committee’s work. Mr. Light explained they proposed an east/west road between Peachtree and Magnolia, south of Sage Meadows. Ms. Alexander asked if they have added any north/south streets. Mr. Light they will be discussing that at this Thursday’s meeting.
Chairman Hall asked if they need to look at the frontage roads off the bypass in terms of access. It was noted that Parker Road will be extended from Strawfloor to Washington next summer. Mr. Trevathan asked if Parker would be connected down to Dan Avenue. Mr. Light answered probably not because that would require another overpass.
Mr. Spriggs asked if everyone was okay with what was on the map concerning Parker Road. Discussion was held concerning prohibiting stripping along Parker Road. Mr. Light explained each platted lot along Parker Road will get a driveway, so they need to look at the controls they have concerning the minimum lot sizes. Discussion was held concerning Parker Road. It was decided to leave the area northwest of Strawfloor Road along Parker Road as it is.
Chairman Hall asked for an updated map to be provided to the committee members. From there, they can decide what else needs to be done. He also noted that they need to consider green space. Mr. Spriggs added they need to look at the northern part of the city and coordinate that with the Master Street Plan.
Mr. Spriggs reminded the committee Mayor Perrin has asked for the draft of the Land Use Plan to be done before Christmas.
With no further business, the committee adjourned.
