MAPC MINUTES

APRIL 10, 1980

The Metropolitan Area Planning Commission met Thursday, April 10, 1980 in the court room at City Hall.

The meeting was called to order by Mr. Ralph Morrison, Chairman.

Members Present: Morrison, Cooper, Smith, Tilton, Ball, Freeman and Scott

Members Absent: Gott and Brown

Others Present: Mike Cameron, Carlos Wood, John Broadaway, Brenda Barnes and Curt Hodges.

Item #1 Paul Pickle requests final approval of a replat of Lot B, of Ragsdale Subdivision of Block 25 of Knights Second Addition to Jonesboro, Arkansas, into three (3) lots; Lot 1, 2 and 3. The general location of this property is south of Oak Avenue west of Flint Street.

A motion was made by Mr. Freeman and seconded by Mr. Ball to approve request. REQUEST APPROVED UNANIMOUSLY.

Item #2 Donald Chester requests final approval of a replat of Lots 18 and 19 of Block 9 of R.L. Hays Second Addition into one lot. The general location of this property is east of Warren Street at its dead end into Lost Creek.

A motion was made by Mr. Scott and seconded by Mr. Ball to approve request. REQUEST APPROVED UNANIMOUSLY.

Item #3 Heath and House Construction Company requests a preliminary approval of a site development plan for the Holiday Inn complex to be located on Caraway Road. The general location of this property is south of Phillips Street and east of Caraway Road.

It was brought to the attention of the Planning Commission that the parking provided on the plans was not sufficient to comply with the requirements of the City Code of Ordinances for the zoning of the property on which the building will be located.

A motion was made by Mr. Scott, seconded by Mr. Freeman, to approve this item subject to the stipulations that a ten (10’) foot utility easement be provided along the east side of the property, that a fire lane be provided around the building, that a private fire hydrant be installed at the southwest corner of the site plan and behind the commercial building, that the entrance canopy have a minimum clearance of 13 feet and 6 inches, that a radius be provided at the southeast corner of the development, and that the parking be approved by the Board of Adjustment. REQUEST APPROVED UNANIMOUSLY.

NOTE: Two (2) items were added to the Agenda and were considered by the Planning Commission. They are as follows:

Item #4 Mr. T.V. Wallis requested previous to the MAPC meeting that he would like to address the Commission stating his plans for the development of the Teasdale property.

However, Mr. Wallis failed to attend or have a representative at the meeting. Mr. Mike Cameron, City Engineer, stated that he had notified Mr. Wallis by certified letter and suggested to him what he should do in developing this property to meet with MAPC requirements.

Item #5 Mr. Clay Kenward presented an amended plat of the Highland Square Addition. The amended plat had several changes including the relocation of the Taco Bell building, the relocation of a building joining K-Mart, the addition of a mutual ingress-egress on the south side of Ponchos Taco House, the widening of a drive just south of Taco Bell, and the shuffling of some of the parking around Taco Bell. It was brought to the attention of the Planning Commission that the moving of the building joining K-Mart would not meet the building code. The site development plan for the Taco Bell only had been presented to the office of the Building Inspector previous to this meeting.

Mr. Ball made the motion, seconded by Mr. Scott, to amend the preliminary site development plan as approved January 10, 1980 by substituting the plat submitted by Taco Bell with their building permit application for that area that was described as Taco Bell property on the preliminary plat January 10. The plat submitted by Taco Bell for their building permit is to be attached to the preliminary site development plan and noted as addendum #1. Prior to the developer submitting this plat (Taco Bell Building Permit Plat) the following change will be made to the plat as per the stipulation directed by Mr. ball in his motion, the driveway into the Taco Bell property on the northwest corner shall be for ingress only. A vote was taken by the commission. REQUEST APPROVED UNANIMOUSLY.

After the plat of the Taco Bell property has been corrected as noted in the stipulation, eight (8) copies shall be submitted to the Metropolitan Area Planning Commission to be stamped as ADDENDUM #1 to the preliminary approval of January 10, 1980. The Commission gave approval for the secretary and chairman to sign those plats at the Metropolitan Area Planning Commission Office.
