III. APPROVAL OF MINUTES

• Minutes for the March 15, 2017, Stormwater Management Board Meeting

Motion to approve the minutes was made by Wyatt and seconded by Farris. The minutes were unanimously approved.

IV. OLD BUSINESS

Light gave a Corps of Engineers update. They plan to have a running model of Phase 2 of the study by the end of October. The preliminary flood maps for Craighead County are complete. There are currently

some areas that are undeveloped. FEMA will be in Jonesboro in September or October to discuss the final map.

V. NEW BUSINESS

Light discussed the Stormwater Utility Fee. The City has a proposal from a consulting firm to develop the fee. It will take approximately nine months to one year to lay out rate schedule. It would take an additional six months to implement. Upon on implementation, the Board will make the decision on project priority. Light stressed this is a fee not a tax. A tax would be passed by a general vote. A fee requires two public hearing and then to City Council for a vote to set the fee. Light stated he would send the proposal to the Board for review.

VI. OTHER COMMUNICATIONS

Beisner stated that he would like to see the Board meet with more consistency. He would like a meeting to be held in August.

VII. PUBLIC COMMENTS

VIII. ADJOURNMENT
