title
ORDINANCE TO CREATE THE OFFICE OF THE CITY INSPECTOR OF PLUMBING
body
The office of the City Inspector of Plumbing is hereby created, and until further provided by the Council, the Superintendent of the City Water and Light Plant shall be ex-officio Inspector of Plumbing.
Before any plumbing shall be done in or about any building in the City of Jonesboro, the plumber, owner, contractor, or anyone contracting to perform any work in connection with the proposed plumbing, shall first apply in writing to the City Inspector of Plumbing for permission to perform such work, laying before the said Inspector the details of the proposed work.
Should permission be granted by the inspector to perform the said work, the same shall be carried out according to any and all requirements laid down by the said Inspector in regard thereto; and the said inspector is hereby authorized to establish and make all reasonable requirements, rules and regulations, either special, particular, or general, covering or appertaining to plumbing of every sort in the City of Jonesboro.
Upon the completion of any plumbing work, the same shall not be covered over nor in any manner concealed, but shall be kept open and convenient for examination until inspected by the inspector, who shall be notified by the person performing such plumbing or any part thereof of the completion thereof. Should the said work conform to the regulations and requirements, and be made and done and completed in good and workmanlike manner and in all respects comply with his requirements, the inspector shall grant to the plumber, contractor or other person entitled thereto, his certificate of acceptance; whereupon the work may be covered up.
Upon obtaining permission from the inspector connections may be made with the sewer pipes, mains, or laterals, in the streets and alleys of the City, with other sewer pipes, of quality, size, material, and placed or connected in such manner as may be required by the ordinances or by regulations, general or special, of the inspector of plumbing. Such work shall not be covered over until inspected by the plumbing inspector, and if the same is satisfactory, he shall grant his certificate therefor: Provided, however, that the end of such connections in or about the building shall be sealed up and no such connection shall be used for carrying away or deposit of sewage or waste until the completion of the sewer system and the granting of permission for such use by the sewer commissioners.
All openings made in the streets for sewer connections, after inspection must be thoroughly tamped and re-filled. If there be gravel on the streets, the gravel must be laid back and replaced on top of filling, leaving the streets in as good condition as possible.
Any person violating any portion of the preceding sections shall be guilty of a misdemeanor, and upon conviction thereof shall be fined in any sum not less than $25.00 nor over $100.
