CITY COUNCIL MEETING FEBRUARY 21, 1977

 

The Jonesboro City Council met in regular session, Monday, February 21, 1977, at 7:30 p.m. in the Municipal Court Room. Present were Mayor, City Attorney, City Clerk, and the following named aldermen: Park, Sanderson, Hinson, Shelton, Bridger, Minx, Hannah, Haigler, Stricklin, Province, Smith and Shepard.

 

After discussion of traffic problems on Loberg, Mr. Park moved that the Chief of Police be authorized to study the feasibility of installing speed humps, seconded by Mr. Minx. Voting aye, Park, Sanderson, Hinson, Shelton, Bridger, Minx, Haigler and Shepard.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO AMEND ORDINANCE 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

The following ordinance was on 3rd reading: (Annex Oak Forest)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; ZONING SAID ANNEXED TERRITORY R-1 AND C-3: DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Stricklin moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Park, all voted aye and the ordinance was given #1561.

 

Mr. Hannah offered the following ordinance: (ANNEX HICKORY HEIGHTS)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 3; ZONING SAID ANNEXED TERRITORY R-1; DECLARING AN EMERGENCY, AND FOR OTHER PURPOSES

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES

 

Mr. Hannah moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Stricklin. All voted aye and the ordinance was given #1562.

 

The following ordinance was on 3rd reading: (Annex Commerce Drive)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 6; ZONING SAID ANNEXED TERRITORY I-1; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES

 

Mr. Park moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Shepard. All voted aye and the ordinance was given #1563.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND SECTION 13-37 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO, TITLED “PAWNBROKERS AND REQUIREMENTS TO BE MET BY PAWNBROKERS, IN THE CITY OF JONESBORO, ARKANSAS,” AND FOR OTHER PURPOSES

 

Mr. Stricklin moved for the adoption of the ordinance, seconded by Mr. Hannah, after which Mr. Shelton offered an amendment to (a) 2 to read and/or social security or drivers’ license number. The amendment was seconded by Mr. Hannah, receiving unanimous vote of council. The ordinance then passed unanimously and was given #1564.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND ARTICLE #12, TITLE OF THE JONESBORO PARKS COMMISSION BY AMENDING THE ORDINANCE AND CHANGING THE NAME TO THE JONESBORO PARKS AND RECREATION COMMISSION AND FOR OTHER PURPOSES

 

Mr. Park moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Stricklin. All voted aye and the ordinance was given #1565.

 

The following bids were opened on a cash register:

NCR                                                                3179.00

 

Mr. Hannah moved that the low bid meeting the specs be accepted, seconded by Mr. Hinson. After some discussion Mr. Hinson withdrew his second, the motion was withdrawn, and Mr. Hannah moved that the bids be tabled for two weeks, seconded by Ms. Haigler. All voted aye.

 

The Mayor presented the name of Tom Bryant to serve on the Plumbing Board and advised council that he would ask for his appointment at the March 7th meeting.

 

Mr. Stricklin moved that the City be authorized to ask bids on In-Service Training Aids and a Fire Chief Vehicle, seconded by Mr. Bridger. Voting aye: Park, Sanderson, Hinson, Shelton, Bridger, Haigler, Stricklin, Smith and Shepard. Voting nay: Minx, Hannah and Province.

 

Mr. Hannah moved that the Cities Casualty Insurance be placed on bids, seconded by Ms. Haigler. All voted aye.

 

There being no further business, council adjourned.
