CITY COUNCIL MINUTES- JANUARY 5, 1998

 

The Jonesboro City Council met Monday, January 5, 1998, at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Brodell, City Clerk, Donna K. Jackson, City Attorney, Phillip Crego and 9 council members. Those members were: Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. Councilmen Kelton, Davis, and Tate were unable to attend.

 

The minutes of December 15, 1997, were approved as delivered, by Councilman Province seconded by Councilman Roddy. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.

 

Councilman Young moved, seconded by Councilman Province to grant a 90 day extension on the moratorium placed on all construction of off premise advertising. The extension was requested by the Planning Committee responsible for reviewing the advertising policy.

 

The following ordinance was on the third and final reading:

 

ORDINANCE TO RELOCATE A PORTION OF STREET EASEMENT LOCATED ACROSS THE EASTERLY SIDE OF LOT 8, BLOCK “E” IN THE DUNWOODY-HUNTCLIFF ESTATES (FRANK MACON)

 

Councilman Young moved, seconded by Councilman Fletcher for the adoption of the ordinance with the stipulation that a corrected street plan be provided. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The ordinance was assigned number 3020.

 

The following ordinance was on the third and final reading:

 

ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (MACK FLEMING)

 

Councilman Crockett moved, seconded by Councilman Roddy for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The ordinance was assigned number 3021.

 

The following ordinance was on the third and final reading:

 

ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (GENE PRUITT)

 

Councilman Young moved, seconded by Councilman Roddy for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The ordinance was assigned number 3022.

 

Councilman Roddy offered the following ordinance for the first reading:

 

ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (JIM MEAD)

 

Councilman Young moved, seconded by Councilman Roddy to suspend the rules and place on second reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. Councilman Roddy moved, seconded by Councilman Young to further suspend the rules and place on the third and final reading. A voice vote was taken resulting in all council members voting aye, except for Councilman Crockett who voted nay. Those members voting aye were: Rorex, Province, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The ordinance was assigned number 3023.

 

The following ordinance was never offered:

 

ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (KENT ARNOLD)

 

At the request of Mr. Kent Arnold, Councilman Rega moved, seconded by Councilman Pratt to table the ordinance until March 2, 1998, with the stipulation if community meetings solve matters among local residents the ordinance could be brought before Council prior to March 2, 1998. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.

 

Councilman Roddy offered the following ordinance for the first reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; BEING LANDS IN SECTIONS 5, 6, 7, 8 AND 17, TOWNSHIP 13 NORTH, RANGE 5 EAST; ASSIGNING SAID ANNEXED TERRITORY TO WARD 6; DECLARING THE ZONING FOR THE ANNEXED TERRITORY; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES.

 

Councilman Rega moved, seconded by Councilman Roddy to suspend the rules and place on second reading. City Attorney, Phillip Crego pointed out to Council that the ordinance provides for thirty days from the Order of Annexation (December 22, 1997) allowing for objections to the annexation. Mayor Brodell stated the ordinance could be read twice and held until the thirty days was up. The ordinance was read a second time.

 

Councilman Bowers offered the following ordinance for the first reading:

 

AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND AUTHORIZE THE PURCHASE OF A THERMO IMAGING SYSTEM FOR THE FIRE DEPARTMENT

 

Councilman Young moved, seconded by Councilman Roddy to suspend the rules and place on second reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. Councilman Young moved, seconded by Councilman Roddy to further suspend the rules and place on the third and final reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. Councilman Young moved, seconded by Councilman Roddy for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The ordinance was assigned number 3024.

 

Under new business, Mayor Brodell stated he would present an annual budget report the first meeting in February. He also reminded Council of Election changes for first class cities with a population of over 50,000. It was explained half the Council would run for two years and the other half (Position One or Position Two) would run for four years. Mayor Brodell reported Thursday bids would be opened on the North Main Bridge, and work had begun on Highway 141 easements. Lastly, Mayor Brodell thanked everyone for their kindness and support at the loss of his brother, and his wife’s heart attack.

 

Councilman Rega moved, seconded by Councilman Bowers for the adoption of a resolution placing the following traffic signs with in Jonesboro:

 

STOP SIGNS:

On Sara Creek Dr. at Windover Rd.

On Lands End Cv. at Windover Rd.

On Woodthrush Cir. at Martinbrook Ln.

On Frito Lay at Quality Way

 

YIELD SIGNS:

On Sara Creek at Windover (Exit to Windover)

On Windover at Sara Creek (Entrance to Sara Creek)

 

A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The resolution was given the number 1998:01.

 

With no further business the meeting was adjourned.
