OTHERS PRESENT:  O.C. Powell, Jr. and Dr. Jack Jones.

MEMBERS ABSENT: Planning Commissioners Al Hendrix, Lloyd Rebsamen, Elmer Stuck and Caleb Watson.

The minutes of a regular meeting held September 11, 1958, were read and approved, after corrections- as noted.

Chairman Markle read a letter from Attorney Jack Deacon, written on behalf of O.C. Powell, Jr., requesting an interpretation of the boundary lines in the Zoning Map relating to one certain lot in the Southwest Quarter of the Northeast Quarter of Section 24, Township 14 North, Range 3 East, being a lot 100’ wide fronting on Highway 63 adjacent to the Jonesboro Animal Clinic.

After discussion, moved by Charles Frierson, seconded by Mrs. Hill, and carried unanimously, that, whereas the Zoning Officer has granted a permit for the construction of a commercial establishment on that part of the Southwest Quarter of Northeast Quarter of Section 24, Township 14 North, Range 3 East, more particularly described as follows: Commence at Northwest Corner of Southwest Quarter of Northeast Quarter of said Section 24; thence South 51 feet to a point on the West right of way line of State Highway 63; thence Southeasterly along the West right of way line of said Highway 63 a distance of 346.9 feet to point of beginning; thence Southeasterly along west right of way line of said Highway 63 a distance of 100 feet; thence Southwesterly and at right angles to said Highway 63 a distance of approximately 284.55 feet to west line of said Highway 63 a distance of approximately 284.55 feet to west line of said southwest quarter of northeast quarter; thence North 118.5 feet; thence Northeasterly and at right angles to said Highway 63 a distance of 218.9 feet to point of beginning, and a question has arisen about the location of the boundary lines of Jonesboro’s Zoning Map, and the Zoning Officer has requested an interpretation of the boundary lines of said map, in accordance with Article II, Section No. 2, of the Zoning Ordinance;

Therefore it is found upon consideration of the scale of the official map, existence of a sewer easement along the southerly line of the property in question and the fact that the southerly line also is a subdivision boundary, it is determined that the rules of interpretation set out in said ordinance necessarily fix the tract in question as being in Zone C-3 Commercial.

Charles Frierson presented a plat, street profiles, and grades for Block F and G of Frierson Addition to the City of Jonesboro, Arkansas for consideration of final approval.  Moved by Dean Ellis, seconded by Mrs. Hill, and carried, that the drawings and papers being in order and said Block F and G Addition having received preliminary approval by the Planning Commission on July 17, 1958, that the proposed Blocks F and G of Frierson Addition be granted final approval.

There being no further business, meeting adjourned.
