CITY COUNCIL MINUTES - JUNE 3, 1991

 

The Jonesboro City Council met in regular session at 7:30 p.m. in Council Chambers at City Hall. Present were Mayor, City Clerk, City Attorney an all Aldermen.

 

The minutes of May 20, 1991, were approved as mailed on motion by Mr. Mays, seconded by Mr. Evans. All voted aye.

 

Mr. Evans offered the following ordinance for first reading: (Rez/I-2 to R -1, Gulley Rd. P. Brown)

 

AN ORDINANCE TO AMEND #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Sanderson moved, seconded by Mr. Hannah to suspend the rules and place the ordinance on second reading. All voted aye. The ordinance was read for a second time. Mr. Sanderson moved, seconded by Dr. Strauser to further suspend the rules and place the ordinance on third reading. All voted aye. The ordinance was read for the third time. Mr. Brian Wadley MAPC liaison stated all stipulations had been met. Mr. Hannah moved, seconded by Mr. Stricklin for the adoption of the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2346.

 

Mr. Stricklin offered a resolution to set a public hearing regarding the vacation and abandonment of the unimproved portion of Kenesaw St. from the eastern right of way line of Metzler Ln. east 627.2 feet in length, 30 ft. in width on June 17, 1991 at 7:10 p.m. Mr. Stricklin moved, seconded by Dr. Strauser for the adoption of the resolution. All voted aye. The resolution was given the number 1991:20

 

Mr. Hannah offered a resolution as requested by the Traffic Safety Officer to designate a handicapped parking space at South Elementary School on the west side of the school on Greenwood St. near school entrance, place 30 mph speed limit signs on both sides of Greensboro Rd. from Caraway Rd. To Belt St., and place 25 mph speed limit sign one block east of Patrick St. on north side of Belt St. Mr. Hannah moved, seconded by Mr. Wise for the adoption of the resolution. Mr. Sanderson suggested that each item be considered separately. Mr. Hannah withdrew his motion and Mr. Wise withdrew his second.

 

Mr. Hannah then offered a resolution and moved, seconded by Dr. Strauser to designate a handicapped parking space at South Elementary School on the west side of the school on Greenwood St. near the school entrance as requested by the Traffic Safety Officer. All voted aye. The resolution was given the number 1991:21.

 

Mr. Hannah offered a resolution and moved, seconded by Mr. Evans to space 30 mph speed limit signs on both sides of Greensboro Rd. from Caraway Rd. to Belt St. as requested by the Traffic Safety Officer. A roll call vote was taken and Aldermen Hannah, Mays, Stricklin, Evans, Bridger, Shelton, Province, Wise Hinson and Nix voted in the affirmative. Mr. Sanderson and Dr. Strauser voted nay. The motion passed 10 -2. The resolution was given the number 1991:22.

 

Mr. Hannah offered a resolution and moved to place 25 mph speed limit sign on block east of Patrick St. on the north side of Belt St. as requested by the Traffic Safety Officer. A roll call vote was taken. Aldermen Hannah, Mays, Stricklin, Evans, Bridger, Shelton, Province, Wise, Hinson and Nix voted aye. Aldermen Sanderson and Strauser voted nay. The motion passed 10 -2. The resolution was given the number 1991:23.

 

Under new business, Mayor Brodell reported that Police Chief John Morgan was doing well following surgery.

 

Mr. Hannah stated that numerous people are working on the major improvement project at Craighead Forrest. Mr. Hannah stated preliminary steps were being taken toward the development of an 18-hole municipal golf course at Craighead Forest Park including: (a) a meeting would be held with representatives of a Memphis, Tn. engineering firm who have agreed to provide the municipality with a in-house study at no cost on the condition that they be allowed to bid on the project if the Council authorizes the golf course. (b) Mayor Brodell, Aldermen Stricklin and Hannah, and Mercantile Bank President Harold Perrin are scheduled to travel to Batesville on Thursday to study the nine-hole public course operated by the Independence County municipality. (c) Mayor Brodell and Al Poston, member of the Parks and Recreation Commission are scheduled to attend a seminar in mid-July in Palm Beach, FL on public and private courses. Mr. Hannah stated they would try to compile all the information and have ready within 30-45 days.

 

With no further business, the meeting adjourned at 7:45 p.m.
