Title

AN ORDINANCE TO AUTHORIZE A CONTRACT WITH CAMERON CONSTRUCTION FOR THE CONSTRUCTION OF A PEDESTRIAN BRIDGE AT TURTLE CREEK AND APPROPRIATING FUNDS TO PAY FOR A PORTION OF THE PROJECT

Body

WHEREAS, the City of Jonesboro received $287,500.00 from the Safe Routes To School grant (no match required) to construct a pedestrian bridge over Turtle Creek for Phase I of the Jonesboro Greenway; and

 

WHEREAS, application was made to AHTD in March of 2007 based upon cost estimates at the time of the application; and

 

WHEREAS, the price of steel has increased drastically over the last 18 months; and

 

WHEREAS, the Parks Department opened bids on July 22nd 2008 and the low bidder was Cameron Construction with a low bid of $488,956.00; and

 

WHEREAS, the City has negotiated with the low bidder to reduce the price of the bridge construction to $370,820.05; and

 

WHEREAS, the Parks Department is requesting an appropriation of $83, 320.05 to match with the Safe Routes to School funds of $287,500.00 and contract with Cameron Construction for the building of a pedestrian bridge at Turtle Creek; and

 

WHEREAS, funds to pay for this contract shall come from the City of Jonesboro Capital Improvement Fund and shall be partially reimbursed through the Safe Routes To School Grant administered through the Arkansas State Highway and Transportation Department;

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS THAT:

 

SECTION 1: That the City of Jonesboro hereby accepts and shall enter into a contract with Cameron Construction for $370,820.05 the construction of a pedestrian bridge at Turtle Creek; and

 

SECTION 2: That the Mayor, Douglas Formon and City Clerk, Donna Jackson are hereby authorized by the City Council for the City of Jonesboro to execute all documents necessary to effectuate this agreement; and

 

SECTION 3: There is hereby appropriated $83,320.05 from the Unappropriated Fund Balance of the Capital Improvement Fund (07-100-0241-00) for payment of this contract.

 

SECTION 4: It is necessary that the finances of the City of Jonesboro, Arkansas be efficiently administered and accounted for and whereas this ordinance is necessary for the proper establishment of the transfer of appropriations to secure the bids on the project, an emergency is hereby declared to exist and this ordinance shall be in full force and effect from and after it passage and approval.
