CITY COUNCIL MINUTES - JUNE 19, 2000
 
The Jonesboro City Council met Monday, June 19, 2000 at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Hubert Brodell, City Clerk Donna Jackson, City Attorney Phillip Crego, and 9 council members. Those members were: Kelton, McCall, Young, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilmen Tate, Crockett, and Rorex were unable to attend.
 
Councilman Roddy moved, seconded by Councilman Moore to approve the minutes, from June 5, 2000 as provided earlier. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Rega, Province, Copeland, Moore, Perrin and Roddy.
 
Councilman Perrin offered the following ordinance for first reading:
 
ORDINANCE AMENDING ORDINANCE 954, THE ZONING ORDINANCE TO REZONE FROM RESIDENTIAL (R-3) TO COMMERCIAL (C-3) LOCATED AT 100 W. FORREST STREET. (GARRY TATE)
 
Councilman Perrin moved, seconded by Councilman Roddy to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Young moved, seconded by Councilman Perrin to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Young moved, seconded by Councilman Moore for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Rega, Province, Copeland, Moore, Perrin and Roddy. The ordinance was assigned ordinance number 3232.
 
Councilman Rega offered the following ordinance for the first reading:
 
ORDINANCE EXPRESSING THE WILLINGNESS OF THE CITY OF JONESBORO TO UTILIZE MATCHING FUNDS FROM THE STATE DEPARTMENT OF PARKS AND TOURISM FOR OUTDOOR RECREATION IMPROVEMENTS FOR THE JOE MACK CAMPBELL PARK.
 
Councilman Perrin moved, seconded by Councilman Young to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Perrin moved, seconded by Councilman Young to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Rega moved, seconded by Councilman Young for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Rega, Province, Copeland, Moore, Perrin and Roddy. The ordinance was assigned ordinance number 3233.
 
Councilman Perrin moved, seconded by Councilman Roddy for the adoption of a resolution requesting City Water and Light to provide free utility service to the Joe Mack Campbell Park. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Rega, Province, Copeland, Moore, Perrin and Roddy. The resolution was assigned number 2000:24.
 
Councilman Moore moved, seconded by Councilman Roddy for the adoption of a resolution authorizing the following traffic signs:
 
SPEED LIMIT SIGNS:
25 M.P.H. on Mitchell Dr. between Kathleen and Morris
 
25 M.P.H. on Morton Dr. between Kathleen and Morris
 
Increased from 25mph to 30mph. on Stroud between Southwest Dr. and Harrisburg Rd.
 
HANDICAPPED PARKING SIGN:
The two parking spaces on the east side of Union Street, north of Monroe, located in front of the Housing Authority at 330 Union Street.
 
A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Rega, Province, Copeland, Moore, Perrin and Roddy. The resolution was assigned number 2000:25.
 
Councilman Rega moved, seconded by Councilman Perrin to accept the low bid meeting specifications to B.B. Vance & Sons for the construction of the Parker Park Community Center Building. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Rega, Province, Copeland, Moore, Perrin and Roddy.
 
Under new business, Mr. Keith Carle was scheduled to speak to Council regarding Mosquito Control, extension of the 1% Sales Tax, and Redistricting of city ward boundaries. Mr. Carle was not in attendance of the meeting.
 
Under new business, Councilman Rega announced a public hearing to be conducted June 27, 2000 at 7:00 p.m. at the Huntington Center for the purpose of discussing a cable franchise agreement. He encouraged the attendance of council members and the community.
 
With no further business, the meeting was adjourned.
