CITY COUNCIL MINUTES SEPTEMBER 19, 1977

 

The Jonesboro City Council met in regular session, Monday, September 19, at 7:30 p.m. Present: Mayor, City Clerk, City Attorney, and the following named aldermen: Park, Sanderson, Hinson, Shelton, Minx, Hannah, Haigler, Stricklin, Province, Smith and Shepard. Absent: Bridger.

 

Mr. Park moved that the minutes of September 6, 1977, be approved as mailed, seconded by Mr. Stricklin, all voted aye.

 

Glen Bradley, Director of Emergency Services, recommended to council that these additional tornado sirens were needed in the city. The locations being Neeley Lane near the water tank, vicinity of University Elementary School, Race Street, and a small one in the east Oak area. Mr. Hannah moved that the matter be referred to the Finance Committee, seconded by Mr. Smith, all voted aye.

 

Joe Tomlinson recommended to council that the house located at 1000 Cartwright be condemned by October 15, and the house at 1002 Cartwright have the deficiencies completed by October 15, 1977. Mr. Hannah moved that the recommendations be accepted, seconded by Mr. Smith. Voting aye: Park, Sanderson, Hinson, Hannah Stricklin and Smith. Voting nay: Shelton, Minx, Haigler, Province and Shepard. Motion failed.

 

Mr. Smith then moved that 1000 Cartwright be condemned, seconded by Mr. Minx, all voted aye.

 

Mr. Hannah moved that the deficiencies be completed by October 15th on the house located at 1002 Cartwright, seconded by Mr. Hinson. Voted aye: Park Sanderson, Hinson, Shelton, Hannah, Stricklin, Smith and Shepard. Voted nay: Minx, Haigler and Province; Motion carried.

 

Mr. Sanderson moved that the bids for the police units be rewritten deleting the 121” wheelbase and to comply with the way cars are manufactured today, seconded by Mr. Hannah. Voting aye: Park, Sanderson, Shelton, Minx, Hannah, Haigler, Province and Shepard. Voting nay: Hinson, Stricklin and Smith.

 

On recommendation of the Fire and Police Committee, Mr. Hannah moved that the chassis for fire truck be purchased from O’Neal Ford, seconded by Mr. Stricklin, all aye.

 

Mr. Hannah moved that the pumper bid of Boardman Company be accepted, seconded by Mr. Shepard, all voted aye.

 

After Mr. Aubrey Scott had presented the final plans and drawings for the Senior Citizens Center, Mr. Minx moved for the approval, seconded by Mr. Shelton. Voting aye: Park, Sanderson, Shelton, Minx, Hannah, Haigler, Stricklin and Smith. Absent for roll call: Hinson, Province and Shepard.

 

Mr. Hannah moved that $2,500 matching funds for equipment for the Senior Citizens Center be obligated from Capital Improvements, seconded by Ms. Haigler. Roll call as previous.

 

Mr. Shelton offered the following resolution:

 

RESOLUTION APPROVING AFFIRMATIVE ACTION PLAN FOR EMPLOYMENT, AFFIRMATIVE ACTION PLAN FOR CONTRACTORS AND CITIZEN PARTICIPATION PLAN

 

Mr. Hannah moved for the adoption of the resolution, seconded by Mr. Smith, all aye. The resolution was given the number 1977:14.

 

On motion by Mr. Sanderson, seconded by Mr. Hannah and unanimous vote of council, October 11th was set for JUR Public Hearing.

 

Jim McKinnon advised council that the bid of $93,977.00 from Cooper Construction for the fire station located at Wood and 63 By-pass was over the $75,000.00 figure budgeted for same. Mr. Hannah moved that the bid be accepted, with funds to come from the contingency fund. The motion was seconded by Mr. Shelton and received unanimous vote of council.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE VACATING AND ABANDONING TWO ALLEYS LOCATED BETWEEN BLOCKS #, F, G AND H OF SIGLERS COLLEGE ADDITION TO THE CITY OF JONESBORO, ARKANSAS: AND FOR OTHER PURPOSES

 

Mr. Park moved for the adoption of the ordinance, seconded by Mr. Sanderson, all voted aye and the ordinance was given #1601.

 

Mr. Shepard offered the following ordinance:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT DATED JUNE 20, 1977; ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; AND FOR OTHER PURPOSES

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF: AND FOR OTHER PURPOSES

 

Mr. Smith offered the following amendments: Speed limit on 63B from the MoPac Railroads south to the city limits increased from 25 MPH to 35 MPH; stop signs at Rosemond and Greenwood, traffic on Rosemond to stop the traffic on Greenwood. Mr. Smith moved that the amendments be adopted, seconded by Mr. Shelton. Voting aye: Park, Shelton, Minx, Hannah, Haigler, Stricklin, Province, Smith and Shepard. Voting nay: Sanderson and Hinson.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 5; ZONING SAID ANNEXED TERRITORY COMMERCIAL (C-3); DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Park moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Shelton, all voted aye and the ordinance was given #1606.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES, AND FOR OTHER PURPOSES

 

Mr. Park moved that the rules be suspended and the ordinance be placed on 3rd reading, seconded by Mr. Shelton, all aye. After the third reading, Mr. Sanderson moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Smith, all aye and the ordinance was given #1609.

 

Mr. Minx offered the following ordinance: 1st reading.

 

AN ORDINANCE TO AMEND SECTION 10-1 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO, ARKANSAS, PROVIDING FOR THE COLLECTION OF GARBAGE AND FOR OTHER PURPOSES

 

Mr. Hannah offered the following ordinance:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS: ASSIGNING SAID ANNEXED TERRITORY TO WARD 6; ZONING SAID ANNEXED TERRITORY COMMERCIAL (C-3) DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Park offered the following ordinance:

Mr. Hinson moved the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Shelton. Voting aye: Park, Sanderson, Hinson, Shelton, Minx, Hannah and Smith. Voting nay: Haigler, Province and Shepard. Mr. Stricklin passed. Motion failed.

 

Mr. Hinson offered the following ordinance: 1st reading.
