Minutes for the City Council meeting on June 7, 1999

APPEAL HEARING - 6:15 P.M. - An appeal hearing was conducted, as requested by Mr. Dale Williams and his attorney, C. M. Mooney, Sr. regarding denial by the Metropolitan Area Planning Commission to place a manufactured home at 610 Airport Road. Attorney Mooney submitted a petition containing 17 signatures of local residents in favor of the request. Mr. Rick Wyatt, Developer of a subdivision in the area, provided Council with a petition containing 56 signatures of local residents in opposition to the request. Mr. Wyatt also submitted a letter from Mrs. Valda M. Jordan who sold the property for development to Mr. Wyatt, and owns the property adjacent to the subdivision. Questions were raised as to whether or not this was a hardship case. It was determined by Mr. Wadley of the Inspections Department that it was not, because it was of a permanent nature. Mr. Wadley read the minutes from the Metropolitan Area Planning Commission which stated Mrs. Betty Shaw moved to deny the request because it would be a detriment to the type of development that is occurring in the area. The motion was seconded by Dr. Beadles. The vote of the MAPC was six aye votes and one nay.

 

CITY COUNCIL MINUTES - June 7, 1999

                     

The Jonesboro City Council met Monday, June 7, 1999, at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Hubert Brodell, City Attorney, Phillip Crego, City Clerk, Donna K. Jackson, and 12 council members. Those members were: Kelton, Tate, McCall, Young, Rorex, Rega, Province, Copeland, Moore, Perrin, and Roddy. Councilman Crockett was unable to attend.

 

Councilman Perrin moved, seconded by Councilman Moore for approval of the minutes from May 17, 1999, as delivered. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Rorex, Rega, Province, Copeland, Moore, Perrin, and Roddy.

 

Mayor Brodell presented Certificates of Appreciation to Allison Hunt and Luke Hollingsworth for their heroic acts in the crash of American Airlines Flight 1420. They were given a standing ovation by all present.

 

Councilman Tate moved, seconded by Councilman Rorex to overturn the MAPC decision, not to allow placement of a manufactured home at 610 Airport Road (Dale Williams). A roll call vote was taken resulting in an eight to three vote in opposition to the motion. Those members voting nay were: Kelton, McCall, Young, Rega, Province, Copeland, Perrin, and Roddy. Those members voting aye were: Tate, Rorex, and Moore. The motion was denied.

 

Councilman Rega offered the following ordinance for first reading:

                                                               

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Brenda Rainwater)

 

Councilman Kelton moved, seconded by Councilman Perrin to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Rorex, Rega, Province, Copeland, Moore, Perrin, and Roddy. No further action was taken regarding this ordinance.

 

Councilman Roddy offered the following ordinance for first reading:

 

ORDINANCE CONTROLLING THE STORAGE, COLLECTION, TRANSPORTATION, TREATMENT, PROCESSING, AND DISPOSAL OF ALL RESIDENTIAL AND SOLID WASTE GENERATED WITHIN THE CITY OF JONESBORO

 

Councilman Perrin moved, seconded by Councilman Copeland to suspend with the reading of the ordinance in its entirety. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Rorex, Rega, Province, Copeland, Moore, Perrin, and Roddy. Mayor Brodell requested the ordinance be held at the second reading.

 

Councilman Young moved, seconded by Councilman Kelton for the adoption of a resolution declaring a tribute to the late Jon Coleman for his service to the community and the Metropolitan Area Planning Commission. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Rorex, Rega, Province, Copeland, Moore, Perrin, and Roddy. The resolution was assigned number 1999:24.

 

Councilman Kelton moved, seconded by Councilman Tate for the adoption of a resolution setting a public hearing as requested by Todd Jackson, for June 21, 1999, at 6:15 p.m., regarding the abandonment of Auburndale Drive, Lexington Place, and several easements located in Woodsprings Estates, Phase III. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Rorex, Rega, Province, Copeland, Moore, Perrin, and Roddy. The resolution was assigned number 1999:25.

 

Under new business, Mayor Brodell read a letter from Attorney Chris Thyer regarding the progress at 1210 S. Madison.

 

Councilman Young moved, seconded by Councilman Rorex to allow for the temporary placement of a mobile home at 3212 Southwest Drive to aid in the supervision of Mr. D. O. Graves, a stroke victim. The request was made by June Stimack on behalf of her daughter and son-in-law. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Rorex, Rega, Province, Copeland, Moore, Perrin, and Roddy.

 

With no further business, the meeting was adjourned.
