CITY COUNCIL MEETING SEPTEMBER 23, 1974

 

The City Council of the City of Jonesboro met in regular session in City Hall, Monday night, September 23, 1974, at 7:00 p.m. There were present: Mayor, City Attorney, City Clerk and the following named Councilmen: Province, Dr. Bowers, Hannah, Stricklin, Minx, Smith, Bowers, Burns, Bridger and Ward. Absent: Johnson.

 

Mr. Stricklin offered the following ordinance for its 1st reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 1204, SAME BEING AN ORDINANCE PROVIDING FOR THE BUILDING CODE FOR THE CITY OF JONESBORO

 

Mr. Stricklin offered an ordinance for its 1st reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 1244, SAME BEING AN ORDINANCE PROVIDING FOR THE FIRE PREVENTION CODE OF THE CITY

 

Mr. Hannah offered an ordinance to place the issue of Civil Service for the Police Dept. on the General Election ballot. Mr. Hannah moved with Mr. Stricklin seconding the motion that the rule be suspended and the ordinance be placed on the 2nd reading. All present voted aye and motion carried. Mr. Hannah moved with Mr. Stricklin seconding the motion that the rule be suspended and the ordinance be placed on the 3rd and final reading. Province voted no. Bowers passed and all others voted aye, motion carried. Mr. Hannah then moved with Mr. Stricklin seconding the motion that the ordinance be adopted. Voting aye: Hannah, Stricklin and Bridger. Ward passed. Voting nay: Province, Dr. Bowers, Minx, Smith, Bowers and Burns. Motion failed.

 

An appeal from the Planning Commission was filed with the City Clerk and the time for hearing by the council was set for October 14, at 7:00 p.m.

 

Mr. Ward offered an ordinance waiving bid requirements for the downtown area project. The City Attorney will draw up the ordinance

 

The City Engineer, Ralph Stricklin, Bill Bowers, Athel Williams, and Eric Rogers will be a committee to oversee the project.

 

Mr. Burns moved with Mr. Bridger seconding the motion that the speed humps on Parkview and Hampton be removed. All present voted aye and motion carried.

 

Mr. Smith moved with Mr. Ward seconding the motion that a trailer be allowed at 739 Craighead Rd. Mr. Minx passed and all others present voted aye. Motion carried.

 

Mr. Hannah moved with Mr. Stricklin seconding the motion that the appointment of Lloyd Goff to the Urban Renewal Commission be accepted. He replaces Les Etter. All present voted aye and motion carried.

 

Mr. Bowers moved with Mr. Smith seconding the motion that the Council meetings go back to the meeting at 7:30. All voted aye and motion carried.

 

Mr. Burns asked that a Resolution be drawn up for the next meeting concerning restrictions on all annexations.

 

Mr. Ward moved with Mr. Bowers seconding the motion that the bills as okayed by the finance committee be paid. All voted aye and motion carried.

 

There being no further business, Council voted to adjourn.
