CITY COUNCIL MINUTES APRIL 2, 1979

 

The Jonesboro City Council met in regular session, Monday, April 2, 1979, at 7:30 p.m. Present: Mayor, City Attorney, City Clerk and all elected aldermen.

 

Mr. Shelton moved that the minutes of March 19, 1979, be approved as mailed, seconded by Ms. Haigler. All voted aye.

 

On motion by Mr. Park, seconded by Mr. Haggenmacher, permission was granted for placing a mobile home at 1727 Irby. The only dissenting vote was cast by Mr. Minx.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS, ZONED R-1, ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, LOCATED IN WARD 3, BY ORDER OF THE COUNTY COURT DATED SEPTEMBER 11, 1978

 

Mr. Minx moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Stricklin. The ordinance was adopted by unanimous vote of council and assigned number 1679.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE ACCEPTED CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, DATED JULY 10, 1978; ASSIGNING SAID ANNEXED TERRITORY TO WARD____: DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Hannah offered the following ordinance:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS: ASSIGNING SAID ANNEXED TERRITORY TO WARD 5; ZONING SAID ANNEXED TERRITORY COMMERCIAL (C-3); DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

After the recommendation of the Traffic Safety Officer, Lieut. Bob Smith, Mr. Shelton offered the following ordinance setting the speed limit on Brown’s Lane.

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES: TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES

 

Mr. Shelton moved that the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Bridger, the only dissenting vote being cast by Mr. Sanderson.

 

Mr. Sanderson offered the following ordinance:

 

AN ORDINANCE VACATING AND ABANDONING AN ALLEY LOCATED BETWEEN BLOCKS “B” AND “I” OF SIGLER’S COLLEGE ADDITION TO THE CITY OF JONESBORO, ARKANSAS, AND FOR OTHER PURPOSES

Mr. Hannah moved that the bids be referred to the Finance Committee and Purchasing Agent for recommendations, seconded by Mr. Stricklin. All voted aye.

 

Mr. Minx moved that the bid from Proctor Tire Company be accepted, seconded by Mr. Park. All voted aye.

 

On motion by Mr. Park, seconded by Mr. Stricklin and unanimous vote of council, all bids for equipment rental were rejected.

 

Mr. Park moved that the bid from Winelands be approved for fine sand, seconded by Mr. Hinson. All voted aye.

 

Mike Cameron advised council that Black Rock Sand & Gravel and St. Francis Materials had submitted identical bids for crushed stone and recommended that the City purchase from both according to availability. Mr. Hannah moved that the recommendations of the Street Committee be approved, seconded by Mr. Haigler. All aye.

 

On motion by Ms. Haigler, seconded by Mr. Hinson and unanimous vote of council the bid from Atlas Asphalt for bituminous materials was accepted.

 

The bid, from B & B Concrete, for curbs, gutters and sidewalks, was approved on motion by Mr. Minx, seconded by Mr. Shelton, and all council voting aye.

 

Mr. Hannah moved that the bid from Hedger Brothers be accepted for concrete. The motion was seconded by Ms. Haigler with all council voting aye.                     

 

Bids on gravel and selected materials were rejected on motion by Ms. Haigler, seconded by Mr. Stricklin. All voted aye.

 

Jim McKinnon, Director of JUR, presented a summary of the local Housing Program.

 

Mayor advised council that they had received appraisals for property owned by the City located at 351 Sara Street. The appraisals from Dacus Real Estate and Prince Real Estate were both $1,500.00. Approval for the sale of the property will be asked at the following meeting.

 

Mr. Stricklin offered the following resolution:

 

A RESOLUTION AUTHORIZING THE MAYOR OF THE CITY OF JONESBORO TO REQUEST STATE-AID STREET FUNDS FROM THE DIRECTOR OF HIGHWAY AND TRANSPORTATION

 

Mr. Park moved for the adoption of the resolution, seconded by Mr. Minx. All voted aye. The resolution was given the number 1979:03.

 

Mayor advised council that he had received notification from the Arkansas Historical Preservation Society that the City’s plans for the Federal Building were approved. Mr. Sanderson moved that the Mayor and City Clerk be authorized to execute all necessary documents for purchase of the Federal Building. The motion was seconded by Mr. Park. All voted aye.

 

Don Bridger advised council that the City Engineer was working on an ordinance, which hopefully will eliminate some of the problems encountered with annexations.

 

Mr. Minx advised that Operation Clean Sweep would begin April 16 and the landfill would be open from 7 a.m. to 6 p.m. on weekdays and from 8:00 a.m. to 5:00 p.m. on Saturdays thru Spring Clean Sweep.

 

Mr. Hannah moved that high bids on all used vehicles be approved, seconded by Mr. Stricklin. All voted aye.

 

Mr. Stricklin moved that permission be granted for advertising for bids on a grass fire truck, seconded by Mr. Park. All voted aye

 

Mr. Province, Chairman of Insurance Committee, read a letter to council from Insurers of Jonesboro, Eric Rogers, Jr. and Mike Medlock offering the following suggestions concerning the Federal Building:

 

1)  Establish joint committee from council and quorum court.

2)  Comply with bid process applicable to City.

3)  Billing of premium would be separate.

4)  Appraisal of property after renovation.

 

Mr. Hannah moved that these procedures be followed, seconded by Mr. Sanderson. All voted aye.

 

There being no further business, council adjourned.
