CITY COUNCIL MEETING, DECEMBER 15, 1975

 

The Jonesboro City Council met in regular session, Monday, December 15, 1975, at 7:30 p.m. There were present, Mayor, City Attorney, City Clerk, and the following named aldermen: Ward, Sanderson, Bridger, Burns, Stricklin, Minx, Smith, Bowers, Haggenmacher, Johnson, Hannah and Darling.

 

Mr. Hervey Aycock, representing Jonesboro Chamber of Commerce, advised council that Mr. John Goldsmith was interested in the purchase of property in the Industrial Park for erecting a manufacturing plant for washers. Mr. Sanderson moved that the property be sold to Mr. Goldsmith at a cost of $5,000.00 an acre, seconded by Mr. Ward. Roll call voting aye, Ward Sanderson, Bridger, Stricklin, Minx, Smith, Bowers, Haggenmacher, Johnson, Hannah and Darling. Voting nay, Burns. Motion carried.

 

Mr. Bowers offered the following ordinance:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 5; ZONING SAID ANNEXED TERRITORY COMMERCIAL (C-3) DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES

 

Mr. Stricklin offered the following ordinance:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGE IN ZONING BOUNDARIES

 

Mr. Johnson moved that the ordinance be placed on second reading, seconded by Mr. Ward, with all members of council voting aye. The ordinance was then read the second time by Mr. Zoper.

 

Mr. Johnson then moved that the ordinance be placed on third and final reading, seconded by Mr. Ward. All members of council voted aye. Mr. Zolper then read the ordinance the third time. Mr. Johnson moved for the adoption of the ordinance, including the emergency clause, seconded by Mr. Ward, receiving unanimous vote of council. The ordinance was adopted and given #1478.

 

The following bids were opened on a street sweeper:

 

Moody Equipment                                          $28,905.00

Hooper Machinery                                            41,800.00

Hawkins Equipment                                            27,719.09

 

Mr. Minx offered the following ordinance:

 

AN ORDINANCE TO PROVIDE CERTAIN TRAFFIC CONTROL DEVICES: TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF: AND FOR OTHER PURPOSES

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO AMEND ORDINANCE #1467 PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES: TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF: AND FOR OTHER PURPOSES

 

Mr. Johnson moved that the ordinance be placed on third and final reading, seconded by Mr. Smith, all members voting aye.

 

After the ordinance had been read, Mr. Smith moved for the adoption of the ordinance, including the emergency clause, seconded by Mr. Ward. The ordinance was adopted by unanimous vote of council and given #1479.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO PROVIDE CERTAIN TRAFFIC CONTROL DEVICES: TO PROVIDE FOR PENALTIES FOR VIOLATIONS THEREOF: AND FOR OTHER PURPOSES

 

Mr. Johnson moved that the ordinance be placed on third reading, seconding Mr. Smith, all members of council voting aye. After Mr. Zolper had read the ordinance, Mr. Johnson moved for the adoption of same, to include the emergency clause, seconded by Mr. Smith. All councilmen voted aye and the ordinance was given #1480.

 

Mr. Burns offered the following ordinance:

 

AN ORDINANCE LEVYING A PERMIT TAX AND GROSS RECEIPT TAX ON PRIVATE CLUBS IN WHICH ALCOHOLIC BEVERAGES MAY BE SERVED: AND FOR OTHER PURPOSES

 

After discussion on permission to place a mobile home at 200 West Forrest, the matter was turned over to the Inspectors Office until January 5, 1976.

 

Mr. Sanderson moved that the low bid from Hawkins on the street sweeper be accepted, seconded by Mr. Ward. Mr. Darling then moved that the bids be tabled until January 5th, second by Mr. Burns. Voting aye, Ward, Bridger, Burns, Stricklin, Minx, Smith, Bowers, Haggenmacher, Johnson, Hannah and Darling. Voting nay, Sanderson. Motion carried.

 

Mr. Ward offered the following ordinance:

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE, PROVIDING FOR THE CHANGES IN ZONING BOUNDARIES

 

Mr. Smith moved the annexation ordinance on Greensboro Road be tabled until January 5, seconded by Mr. Darling. All voted aye.

 

Mr. Stricklin offered the following resolution and moved for the adoption of same, seconded by Mr. Bowers. All members voted aye.

 

RESOLUTION EXPRESSING APPRECIATION TO LOUISE SCHMIDT FOR HER SERVICE TO THE CITY OF JONESBORO

 

The resolution was given the number 1975:29.

 

There being no further business, council adjourned.
