CITY COUNCIL MINUTES APRIL 16, 1979

 

The Jonesboro City Council met in regular session, Monday, April 16, 1979, at 7:30 p.m. Present: Mayor, City Attorney, City Clerk and all aldermen except Mr. Shelton.

 

Mr. Park moved that the minutes of April 2, 1979, be approved as mailed, seconded by Mr. Hinson. All voted aye.

 

Jim McKinnon and Richard Manes presented to council a summary of Housing rehabilitation under the 5th Year Block grant Program. Any action on approving the resolution was deferred until May 5.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF; AND FOR OTHER PURPOSES

 

Mr. Park moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Hannah the only dissenting vote was cast by Mr. Sanderson. The ordinance was adopted and given #1680.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT DATED JULY 10, 1978; ASSIGNING SAID ANNEXED TERRITORY TO WARD____; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

On motion by Ms. Haigler, seconded by Mr. Sanderson and unanimous vote of council, the ordinance was tabled.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 6; ZONING SAID ANNEXED TERRITORY COMMERCIAL (C-3); DECLARING AN EMERGENCY AND FOR OTHER PUROSES

 

Mr. Minx moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Stricklin. All voted aye and the ordinance, was given #1681.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS: ASSIGNING SAID ANNEXED TERRITORY TO WARD 5; ZONING SAID ANNEXED TERRITORY COMMERCIAL (C-3); DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Stricklin moved that the rules be suspended and the ordinance be placed on third reading, seconded by Mr. Bridger. All voted aye.

 

After the reading, Mr. Park moved that the ordinance be adopted with the emergency clause, seconded by Mr. Stricklin. All voted aye except Mr. Sanderson who cast a nay vote. The ordinance was adopted and given #1682.

 

The following ordinance was on 2nd reading:

                     

AN ORDINANCE VACATING AND ABANDONING AN ALLEY LOCATED BETWEEN BLOCKS “B” AND “I” OF SIGLER’S COLLEGE ADDITION TO THE CITY OF JONESBORO, ARKANSAS; AND FOR OTHER PURPOSES

 

Mr. Park offered the following ordinance:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY COMMERCIAL (C-3); DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

The Mayor offered the following ordinance:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS: ASSIGNING SAID ANNEXED TERRITORY TO WARD 6; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-2); DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Minx moved that the rules be suspended and the ordinance be placed on second reading. All voted aye.  Mr. Stricklin then moved that the rules be further suspended and the ordinance be placed on third reading, seconded by Mr. Bridger. All voted aye. Mr. Park then moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Stricklin. All voted aye and the ordinance was given #1683.

 

Mr. Sanderson offered the following resolution:

 

A RESOLUTION AUTHORIZING A MEMORANDUM OF INTENT BE AND BETWEEN THE CITY OF JONESBORO, ARKANSAS, AND DELTA, INC. OF ARKANSAS, PERTAINING TO THE ISSUANCE OF INDUSTRIAL DEVELOPMENT REVENUE BONDS FOR FINANCING THE COST OF ACQUIRING, CONSTRUCTING AND EQUIPPING INDUSTRIAL FACILITIES; AND PRESCRIBING OTHER MATTERS RELATING THERETO

 

Mr. Park moved for the adoption of the resolution, seconded by Mr. Sanderson. All voted aye and the resolution, was assigned #1979:04.

 

On motion by Mr. Haggenmacher, seconded by Mr. Sanderson and unanimous vote of council, the Mayor was authorized to sell the property owned by the City at 351 Sara Street for $1500.00.

 

The low bid $27,092.00, D&D Fire Safety for the purchase of a fire truck was approved on motion by Mr. Sanderson, seconded by Mr. Stricklin and all council voted aye.

 

Mr. Sanderson moved that the bids from Anderson Uniform be approved for purchase of police department uniforms. Motion seconded by Mr. Park and all council voted aye.

 

Mr. Bob Gibson was appointed to represent the Jonesboro School Board on the CW&L Board on motion by Mr. Hinson, seconded by Mr. Bridger and unanimous vote of council.

 

Mr. Minx moved for the appointment of Ms. Carl Willock to the Forum Commission, seconded by Mr. Bridger. All voted aye.

 

Mr. Bridger offered the following resolution:

 

RESOLUTION TO RENAME THE HIGHWAY 63 BYPASS TO JOE N. MARTIN EXPRESSWAY

 

Mr. Stricklin moved for the adoption of the resolution, seconded by Mr. Park. All voted aye. Mr. Cameron was also instructed to order appropriate signs so designating the by-pass. The resolution was given the number 1979:05.

 

Mr. Hannah advised council that the 1972 Ford Truck, which the City had approved a bid on, had been vandalized and moved that the bid be reduced by $25.00. Motion was seconded by Ms. Haigler. All voted aye.

 

Mr. Bridger suggested that Mr. Cameron make a study of the cost of replacing all street signs in the City.

 

There, being no further business, council adjourned.
