MINUTES

METROPOLITAN AREA PLANNING COMMISSION

DECEMBER 8, 1998

 

The minutes of the November 10, 1998 meeting were approved as prepared.

 

#1 RZ98-45 Jay Harmon requested approval of rezoning from Residential R-1 to Residential R-3 for 21.34 acres located on a part of the East ½ of the SW 1/4 of Section 15, T14N, R4E.  The general location of the property is on the west side of Airport Road, north of the Union Pacific Railroad, adjacent to 225 N. Airport Road.

 

Dr. Beadles made a motion to table the item due to inadequate information being provided and lack of plans for a 21 acre site.  It was further stated that more planning was needed for the site that would include a plan for the whole area before the MAPC could consider rezoning.  The motion was seconded by Ms. Shaw.  Voting was 7 in favor, 0 opposed, REQUESTED TABLED.

 

#2 RZ98-46 Rick and Sherry Turman requested approval of rezoning from Residential R-1 to Industrial I-2 for 71.6 acres located on a part of the NW 1/4, NW 1/4 of Section 32, T14N, R5E and a part of the NE 1/4, NW 1/4 of Section 32, T14N, R5E.  The general location of the property is on the south side of C W Post Road, on the east and west sides of Cottage Home Road.

 

A motion to recommend approval of the rezoning to the City Council was made by Dr. Beadles subject to 75' r/w being shown from centerline on C W Post Road.  Mr. Damron seconded the motion.  Voting was 7 in favor, 0 opposed, REQUEST APPROVED WITH STIPULATIONS.

 

#3 PP98-19 Danny Wallis and Randy Simpkins requested preliminary approval of subdivision plans for Ridge Run Subdivision containing 16 lots on 6.28 acres.  The general location of the property is on the west side of Paragould Drive, south of Shagbark Lane.

 

Ms. Shaw made a motion to grant preliminary approval with the following stipulations:

 

1.  Adding bearings and distances on final plat

2.  Owners signatures affixed to plat

3.  Granting utility easement as stated in analysis

4.  Compliance with engineering comments in analysis

 

The motion was seconded by Ms. Finley.  Voting was 7 in favor, 0 opposed, REQUEST APPROVED WITH STIPULATIONS.

 

#4 PP98-20 Mitchell Caldwell requested preliminary approval of subdivision plans for Colony Park 6th Addition containing five lots on 9.96 acres.  The general location of the property is on the south side of Colony Drive, and an extension of Lonoke Lane.

 

Ms. Shaw made a motion to grant preliminary approval subject to compliance with the stipulations on replatting as shown on plans for the whole area.  The location of the house on Lot 5 is to be shown on final plans.  Dr. Beadles seconded the motion.  Voting was 7 in favor, 0 opposed, REQUEST APPROVED WITH STIPULATIONS.

 

#5 PP98-21 Dixie Land Sales requested preliminary approval of subdivision plans for Middlefield Medical Park containing five lots on 14.01 acres.  The general location of the property is on the north side of Access Road, between Middlefield Drive and Richardson Road.

 

Dr. Beadles made a motion to approve the request subject to granting a utility easement on Lot 3 as requested in the analysis.  Site plans, including landscaping, are to be  approved by the MAPC.  The motion was seconded by Ms. Shaw.  Voting was 7 in favor, 0 opposed, REQUEST APPROVED WITH STIPULATIONS.

 

#6 MP98-30 S. S. Allison requested approval of a minor plat containing two lots on 5.25 acres.  The general location of the property is on the south side of Frog Pond Road, west of Dale Drive. 

 

Dr. Beadles made a motion to approve the request subject to granting 50' of right of way from the centerline on Frog Pond Rd.  The motion was seconded by Mr. Pitts.  Voting was 7 in favor, 0 opposed, REQUEST APPROVED WITH STIPULATIONS.

 

#7 PP98-22  Craig McDaniel requested preliminary approval of subdivision plans for Old Bridger Heights Subdivision containing seven lots on 5.83 acres.  The general location of the property is on the north side of Old Bridger Road, east of Old Bridger Road.

 

Dr. Beadles made a motion to approve the request with the following stipulations:

 

1.  Entering into a street improvement agreement for future improvements on Old Bridger Road

2.  Clarify topographic information

3.  Compliance with engineer comments and MATA

 

The motion was seconded by Mr. Damron.  Voting was 7 in favor, 0 opposed, REQUEST APPROVE WITH STIPULATIONS.

 

#8 SP98-29 Mike Watson requested approval of site development plans for an apartment complex containing 13 units in four buildings on approximately three acres.  The general location of the property is on the west side of Leslie Ann Drive, north of 325 Leslie Ann Drive.

 

Dr. Beadles made a motion to approve to approve the request with the following stipulations:

 

1.  Replace bridge with a conforming bridge for emergency access

2.  Compliance with the voluntary deed restriction on all four lots concerning additional development on the property as agreed to by the neighbors in attendance

3.  Modify radius on the west end to be as large as possible

4.  Keep the area open adjacent to street as shown on plans

5.  House and apartments to be constructed as same time

 

The motion was seconded by Mr. Little.  Voting was 6 in favor, 1 abstained, 0 opposed, REQUEST APPROVED WITH STIPULATIONS.

 

#9 RP98-58 Kenny Findley requested approval of a replat of Lot 5 of Forest Run Addition and Lot 16 of Mardis Second Addition along with a part the SW 1/4, NE 1/4 of Section 6, T13N, R4E.   The replat contains 4 lots on 4.10 acres.  The general location of the property is on the north side of Hummingbird Cove, west of Renee Drive and south of Jill Drive.

 

Mr. Damron made a motion to approve the request with the stipulation that Mr. Findley complete drainage improvements as shown on Option #4 of the possible solutions to the drainage problems here.  Mr. Glanton is to install pipe from Findley’s junction box to new junction box (approximately 30') with Mr. Glanton providing the new junction box.  Mr. Glanton is also to grant legal entry to the property for Mr. Findley to make the improvements.  The motion was seconded by Dr. Beadles.  Voting was 7 favor, 0 opposed, REQUEST APPROVED WITH STIPULATIONS.

 

#10 SP98-30 Vaughn Wisdom requested approval of site development plans to add a second structure containing 21,000 sf to Lot 2 of the Jonesboro Industrial Mini-Park #2.  The property is located at 5412 Vance Drive.

 

Dr. Beadles made a motion to approve the request subject to compliance with the flood plain requirements and completing of the backfilling and leveling so that water doesn’t stand.  Trees, other than Bradford Pear, are to be used for landscaping.  The motion was seconded by Mr. Little.  Voting was 7 in favor, 0 opposed.  REQUEST APPROVED WITH STIPULATIONS.
