V. OLD BUSINESS

A short video was shown regarding Low Impact Development (LID). Wyatt stated the first step to implementing something of the nature is to make people aware. He questioned Kidd if the NEAHBA would be a source to make developers aware of Low Impact Development. Kidd responded a presentation could be made but it is money issue. Light stated the proposed Stormwater Utility Fee would give credit for those that do LID. Farris stated this is a proactive move and incentative will help it move forward. Wyatt suggested not only presenting to the NEAHBA but making sure appraisers are aware of the effects of LIDs. Bryant ask if the impact fees are ever adopted could incentatives for LIDs be worked in at that time. Light stated yes.

The deadline for the Stormwater Management Plan is July 1st not July 31st as previously stated. Wyatt ask that everyone look at the plan and plan to discuss at the next meeting. A copy of the plan will be emailed to the Board members.

Three of the properties to be purchased through the Mitigation grant were approved by City Council and will be sent to the title company. One of the remaining property got an independent appraisal. The City will negotiate based on the two appraisals. A meeting is scheduled with the fifth property owner is scheduled for this afternoon. Through the grant, the structures will be torn down and the property becomes deed restricted green space.

Light stated that City received information regarding the Stormwater Utility Fee last week. There was a conference call with the consultant yesterday. Light stated the credit program needs to be worked on because it needs to be in place before the plan is presented. Light stated they are currently collecting information on how other communities handle the credit program. Some options for receiving credits include educational programs is schools and churches and program such as “Adopt a Stream”.

VI. OTHER COMMUNICATIONS

Day stated the flood maps are substantially complete. Revisions are nearing completion. Another meeting will be held.

Light stated that he talked to a representative from ARNC about giving a presentation. They are willing to give a basic floodplain presentation. The Board needs to decide on a date and time. They will be coming from Little Rock so consideration of the time should be given.

Wyatt went around the table for Board Comments.

Merideth commented on the public outreach mentioned earlier. She stated that CWL does public outreach through the elementary schools. They met opposition at first but now the school ask for it. Light stated that outreach he is referring to would be developed by the schools. The City would not participate because it would a requirement of the credit program. Farris ask what school would be linked to the educational outreach. Light stated schools that own property in the city limits.

Wyatt stated that water quality verses quantity will be discussed at future meeting.

Day ask when the Stormwater Utility will be shown. Everything is set up to recalculate to run different scenarios. It should be done in another couple of weeks. We are close to having something to show. Currently, the minimum bill will be $1.10 and a maximum of approximately $4,500. The credit program will be looked at because it will give relief. Gillis questioned if someone already has something established will credits be awarded. Light stated yes. It will have to be brought to the Board for a decision.

Light stated stormwater needs to be funded. A decision on amount of funds required for Stormwater has to be made because funds currently come from the Street fund. Wyatt cautioned the Board this is still in the working stage. Wyatt stated you can’t have a process without a way to fund it. Light stated there are currently no funds for any improvements. Systems are falling apart and no way to fix them.

Gillis questioned trash pickup. Light stated there is a potential of giving credits for trash pickup because trash does have an impact of how water runs off.

Light stated that he has ask ANRC about giving a presentation on watershed management.
